Pre-ordering has SAVED me money. And cost me money depending on the type of preorder.
I pre-ordered Vanguard, and started to play it during the early entrance. It was so buggy and laggy that I decided not to buy it, so instead of paying $50 i only payed $10.
Ive also pre-ordered PotBS now and intend on using the two-week head start as a way to try the game out, before spending the full $50 for the game. If it sucks Im only out $5.
The only time I lost money was on DnL, but that was a direct preorder from the game company, THAT kind of preorder I don't think I'll ever do again.
Basically if you can pre-order for $5 - $10, go ahead and try it, especially if there's a early entrance period. It's like getting to trial the game for cheap.
Oh, and don't accept that crap about not being able to return opened software, no matter what the store says it's policy is. If the clerk wont accept it ask for a manager. Explain in a CALM clear manner that the game or what ever was unsatisfactory, almost every retail place has a "customer satisfaction" policy these days. They'd rather just write it off than risk making an unhappy customer. Course they'll get wise if you do this with every item you buy. If they don't at least offer to exchange it for store credit, then ask for a corperate customer service number to call.

Just so you know, you can still get the money back that you paid for the pre-order even after the game is released. As long as you didn't pick up the retail version.
