I would agree that WoW was probably the best PvE mmorpg, but WAR does such a good job of mixing pve and pvp with it's rvr-area, scenarios, etc, that I would have to say WAR is better than WoW in that regard.
I thought blizz took wow the wrong direction with it's expansions (10 more levels of the same kind of stuff with better items). Instead, I wished blizz had created a whole new rvr-continent with sieges, town-building, etc. A lot of the gameplay elements that WAR is giving us.
But all-in-all, WAR is a fun game imo. With more replayability than WoW as well, because it's essentially 3 different games, i.e. you could easily play 3 different toons and never see the same place twice (greenskins, humans, and elves).
I'm having more fun than I've had in a game for a while.
I don't fret about money as it isnt' really a big deal (huge deal in Lineage 2)
I can log on and do several different things instead of just one or two. If I want to pvp I pvp, if I want to work a little (and only a little) on crafting, I do that. Public Quests and the regular quests are relaxing and bring you to some interesting places.
Heck, I saw a shining statue in the distance and went out of my way to see if it was another outpost or town. Turns out it's just desoate with harpies flying around but was a fun discovery.
I signed in to do a little pvp and ended up pvp'ing most of the night.
I like it because it has variety. In some cases there is a lot of humor in the game as well (if you are an orc, some of the lines can be hilarious).
I think when people say "it has potential" they are saying that they are enjoying it and it can only get better (which may or may not be true), as opposed to some other games that are "ok" but there is so much that can be done with them.
