I'm torn between WAR, AoC, and DF

The absolute worst game? Horizons. Couldn't even be grouped with a mage.
The most disappointing game? AoC. I followed that game for years and had such high hopes for it. Those hopes just gradually dwindled away as the beta progressed. I didn't even bother pre-ordering it by that point.
The overall worst commercial MMO that I have played would have to be AOC although, it's combat was the best, it didn't make up for class imbalances, broken promises and the live servers that made players pay for beta for a good six months.

In my own opinion, and what completely failed for me was, Warhammer Online. I never played AoC, DnL, Darkfall or any of the other games listed by others, so for me Warhammer was the worst money I've ever spent on an MMO.
Horizons.
No word of lie, Horizons was, IMO, the beginning of the downfall of MMOs. I had played nearly every MMO up until that one, and can honestly say that I at least enjoyed them all for what they were worth.... But that... pile of crap, was the first truly shitty MMO I had ever played... And in its wake: a long long line of shitty half-assed games.
100% of All F2P MMOs, Warhammer Online, Age Of Conan, World Of Warcraft, Everquest II, Aion, Tabula Rasa, Hellgate London, Sims Online, SWG (NGE Version). Those are my picks all are pretty bad, plus nubtastic stupid proof.
I'd have to agree with the previous posters, horizons was the worst MMo i've played. Though AoC & WAR were very very disappointing, I still feel they had more positives than Horizons.
Warhammer. at least AoC's combat was good, but Warhammer blew it hard

I have disagree on Horizons. Horizons may have have been one of the worst games on the adventure side of the game. But it was arguably the best crafting game ever made. Just quite a shame that the adventure side was so terrible.
But hands down Dark and Light was the worst MMO ever made. But a good argument can be made for Mourning.
In terms of mainstram big budget MMO's it would have be between AoC and AC2. I would side with AoC not only is it a terrible game but the lies by Funcom set new standards for dishonesty. AC2 might have been a bugger failure but AoC was liley much mroe dissapointing and one fo the worst designed games ever made.

If it promises them and so you pay for them, it should give them. If it does not, then it fails.
For me it would be toss up between World War II Online and Matrix Online.
Funny enough, this is what invigorated the genre. No other MMO until WoW or since, has pulled in 10 million, or is it 11 million + subscribers.
But the worst MMO Ive ever played (and beta'd) was Horizons. It was just bad.
As in it needed to be pushed off a freeway overpass into traffic bad.

War/AOC/WOW etc are not bad games, and definately can't be the worse game.
It would have to be Dark and Light from my experience, the game was incomplete as well as stolen.
Matrix Online didn't work unfortunately...was pretty boring and poor.

Surprisingly enough, WoW is solely responsible for keeping this genre alive in the west. For the simple fact that developers see WoW subscription numbers and decide to develop MMO's in an attempt to cash in on those numbers. Unfortunately for all of us, the developers decide to mimic WoW as much as possible and fail miserably.
That's just my opinion anyway. But Dark and Light and Darkfall are the world's worst MMO's.

Everquest 2 Was Probably the worst game ever made.
Vanguard Had such high hopes for this game. Sigil felt like verant. Then it sucked and was the size of a hard drive.
and lineage 2 and DAoC Not much to say except they BLEW.

I would nominate Everquest 2 at release as the worst MMO I have played. It was buggy, there were major gameplay issues and it failed to meet the advertising hype. And yet, Everquest 2 is now a popular game.
I played Horizons (Istaria) a few years after release and enjoyed it.
How a game evolves after release can make a big difference to the game experience.
Vanguard was really horrible when I first played it back in 2007.
