This game is heavily attracting the wow type crowd so it definitely is going to be worse quality than other mmos like Vanguard or EQ for sure.  From my beta experience I would agree it's going to be poor, but get in a good guild and it doesn't matter too much.

PvP games draw a certain segment of the population that can only be labled psychopaths. They live only to destroy other peoples enjoyment as a means of boosting their own egos. PvP games give these people a woody. It is giving them a liscense to engage in all the most anti-social activites that they thrive upon.
I do not imply that everyone that plays PvP falls into this category, but it does not take many to destroy a game. Once the community has been destroyed, the people who do not choose to deal with the psychopaths will leave, leaving these people behind to feed on each other until the next PvP game releases.

I agree that PvP focus brings in the worst crowds.  Even games that don't have much focus on PvP but do have a server or two dedicated to it like EQ2 tend to have those PvP servers with the reputation as the worst community servers.  Age of Conan is pretty pvp based and the community is very bad from my experiences.  Other PvE focused games like EQ and Vanguard, much nicer crowd.

And from those people not everyone is going to play Aion.

i myself didnt see much ingame though, Global chat and such dont work so i cant really judge on that yet.

Also all toons get wiped so there is not really a reason yet to behave.

It is not accurate to try and judge community based on the Internet forums or fan sites. It is a vocal minority that generally participates in those. The in-game community is all that matters.

From psychology we know that roughly 3-5% of males and 1% of females are psychopaths or sociopaths. From our own experience in MMOs, we know that PvP games, especially FFA PvP, gather a lot of those people.

So it is pretty pointless to whine that they are there. It is unavoidable. The good thing is that most games, like Aion, provide anti-ganking measures and the ignore function.
