You buy the game, and get a free month. Like every single other mmo out there, you have to put in your credit card info to activate the game. Nothing is charged to you.
Within the month that you got with the buying of the game, if you decide you don't want to play it, you go to the account page, and cancel it, and remove your credit info.
Guess what, you never got charged for the 2nd (First real payment) month. GASP!?!?!!??!!?
Now, say you enjoy the game, and wish to keep playing past the first month that was free. Well guess what!? You just go about your business since your credit card info is in, and it charges you. Or if you prefer, you could change it to a tri monthly/6month whatever payment option you want that is on there. GASP!?!?!?!
As far as I know there is no free Game Card in the box to activate the account with a payment plan. the person would have to buy their own game card extra for the payment option. So it was not free. Only the usually 30 days free comes with the game box.

To all the rude people in this Topic: I don't know how it's done in NA, but in Europe, especially Holland, it's NOT normal to have a CC. I'm 23, have a job, but there's no way in hell I'll ever get a CC (I live by the principle 'don't buy something if you can't pay it'). We're using PIN, paying straight from our bank accounts, even online by using iDeal. Most companies have adapted to this so the need for a CC is taken away more and more.
So the OP is definately right in this regard. No matter what his reason is of not having a CC, it shouldn't be his problem. He's a customer; HIS needs should come first. So if he can't pay with a CC, he should have other options. He can use a gamecard, sure. But this DOES mean he will have to buy one besides the initial purchase of the box + the free month. Meaning you're FORCED to pay for the box AND an extra gamecard.

Look at the fine print on the box. It should say "Requires credit card for activation. " It's an inconvienience not a scam. A scam is you don't get what you paid for.

Not sure about Aion in specific. It would be very strange to allow payment by game card, but not activation, but whatever. If Aion requires CC activation, then this not a problem, and there is no scam.

Look, if you want to activate via a GameTime Card, then obviously you have to pay for that card. reason for that is you have to BUY the frikking card before you can use it. It#s not NCSofts fault for that. If you want to use a GameTime Card for activation, then there you have it. But you've already spent the money on the card, so where the hell is that NCSofts fault?
I'm quite frankly confused what people want. Between GTC's, PayPal and CC, NCSoft offers everything other companies offer as well. Where is the problem??

If you choose the recurring option on paypal all you do is agree that your paypal account will be charged by X every Y month, you dont need a card or money on the account, and you only get charged after the bonus time, so create a paypal account, use the paypal activation and then cancel the recurring sub, account active, and BTW dunno about other countries but for me (UK) I have an option to use SOLO to activate my account, SOLO is a cash/debit card not a credit card a chip and pin card.

i repeat you are NOT charged the first month, likewise if you do Not resub or cancel the end of month 1 you will NOT be charged.
If you buy the game, and activate with a CC, then cancel in the first month, all it has cost you is the game's price.
If you activate with a game card, and quit in the first month, you are also out the price of the game card.
Most games do that (except WAR), not much you can do about it if you do not have a CC.

Then all you have to do is create a PayPal-account and link it to your bank account.
Afterwards you can use the Pay-Pal billing option.
