A forum for subscribers and another for others were what Age of Conan had. At least in the beginning. Dont know if it is still that way though.
Like many other MMO's, AOC has just one forum that both subs and non-subs can view for each different areas of the globe (US, English Speaking Europeans, French, Polish, etc). However, only subs can post in it.
Ok they changed it then, in the beginning of the game it was closed areas for non subscribers.
To be honest, from a PR point of view, I always think its a bad idea to hide MMO forums away from non-payers. Sure non-subs may see subscribers whine in the forums, but they do that here too. However, if non-subs can view an MMO forum, then they can see the responses by the devs, and that can give the non-subs incentive to actually subscribe when they see the devs actively posting and dealing with the issues of the game.
Potential customers get suspicious when you try to hide the truth from them. Let them see it, warts and all, and they can make their own mind up. People prefer honesty. They don't want their time wasted.

AAA? That expression is getting way to watered out. MO is a indie game, not a AAA. We can even discuss in AoC and WAR are AAA games, I think not (and I play AoC). Upcoming AAAs next year in my opinion is TOR, FF XIV, GW2 and World of darkness online. this year nothing.
As for the forum, WAR launched a lot worse. They didn't even have a official forum because Mythic said people just whined on those anyways. MO is pretty bad but not that bad.

The difference being that a potential customer doesn't necessarily want to just wade through the truth and lies spouted by haters / fanbois, sometimes they are only interested in the devs responses to what the players are reporting. You can tell a lot from a devs response.

The games rating should have very little relevance in regards to accessing its forums. Unless of course, all discussions result in a duel to the death between a dev and a player that is then shown on the forums

I can see having private forums be read-only for non-subscribers, but not completely hidden. After all, what better way is there to get perspective on a game than from actual subscribers. For those of us interested in the game and how it turns out, player posts can be a great source of information.
