The Dorf / Nome starter area in WoW and the area that IF is in (sorry, dont' remember the names). It really does feel winter-ish when I play / visit those areas.
Winterspring in WoW, for sure...also Storm Peaks, to a degree.
Not crazy about any of the winter areas in EQ2 (which is the game I play), but then again...I live in Missouri, and I don't particularly care for "winter scenes" over all to begin with. I would much rather look at areas that don't make me feel cold...you know, like...Azshara, Scholazar Basin, or most of Grizzly Hills in WoW and....my favorites zones in EQ2 - all of Kylong Plains, all of Fens of Nathsar and Kunzar Jungle.
I think I'm more a jungle girl, now that I think about it. I like warmer "feeling" zones.
Has to be Halas in Everquest. I created a female barbarian and those days they start with this very flimsy top with about half your breasts hanging out of it. I actually shivered in real life looking her and the whole place the sounds of the wind blowing like icy wind and the snow flakes coming down all lent itself so very well to this general feeling of ice and cold that was chilling to the bone. Then the area all white and just so well created that at no time was I not convinced that it was not cold.

WoW's snowy area where the dwarfs and gnomes start is exceptionally well done.
