The first thing I always look for is soloability. It might seem counter-intuitive to an MMO, but I loathe being dependent upon others. Being able to group = great; having to group = sucks.
As little instancing as possible. I DESPISE instancing... From Hell's heart I stab at it and for hate's sake I spit..... My last....... Breath................ At instancing.
I will accept maybe in a dungeon putting a boss in his own "instanced" room. But the dungeon and everywhere else should NOT be instanced.
I want to play a Massively MULTIPLAYER online rpg where I meet random people on my adventures.
I DO NOT want to play in a chat room before logging into my own private game with my group.
DDO I'm looking at you with disgust. Guild Wars you too!
Ah Vanguard....... Yes....... Vanguard......... We hardly knew ye

Noncombat activities and lots of them without them the MMO falls flat without them.
No it doesnt.
If that were the case, games like SWG would of been tops. It was 150k subs behind EQ, and that was before WoW brought in a bunch of new folks to the genre.
Asking Devs to make AAA sandbox titles is like trying to get fine dining on a McDonalds dollar menu budget.
Phew, I can not really say there is one. There are a hand ful of kill criteria which make a MMO a no-go. But a must have or important feature... No. Can't say one single is so important to me. I have enjoyed a lot of different things, if they are presented well. There are some important, but if the others are VERY good, they might outweight a certain lack of the other parts. Can't say any golden rules here.

The best mmo for me is the one with everything that has been established as good about mmos. I don't care which game implemented it first. I want to play the mmo with it ALL.
If something good is revealed in another mmo that your game engine can't do then your game engine needs changed.
I remember the ultra disappointment of going to one of those housing islands in Vanguard (The Non-Instanced) and discovering someone's huge Guild Hall type castle. It was awesome.... Like Candlekeep from Baldur's Gate........ I went inside looking to rest my bones by the fire and partake in it's wondrous bounty of knowledge...... (Vanguard being owned by SOE and SOE's Everquest 2 including the reading and writing developer lore and player written books)............. Only to find you CAN'T read or place books in Vanguard! .........What.... The...... Hell?

1. This. Although it should be -> F² = Friends*Fun :P
2. And 'reusability' (:D) as someone said. I want to be able to play more than 1 char without making me wanna scream! (except of it's not a scream of joy! :P)
3. Attention to detail, aka it must be polished. Otherwise the only useful thing that will come out of the game will be its manual. Hopefully it would be a thick manual so that I can save on toilet paper.
inclusive social gameplay = games that find ways to include people into the social events like GW2 dynamic events, NOT way to exclude people from social events like WoW's Gear Score bullshit that goes hand in hand with the limited 10/25 raids..

Also it helps if the mmo isn't made by a company like Cryptic........
(By that I mean, never force "perfect circles" into "square holes")
By the power of William Shatner's Kirk: You corporate ba***rd you killed my franchise!
And when someone makes the REAL STO. I'll be the first to kick the Cryptic entity in the face into a pit of lava!

A fun PVE gaming experience.

No LIES either
Don't claim things about your mmo that aren't true.
I don't mean advertise your game as the "Most reasonably fun and slightly less derivative MMO of our time"
But just pick up on the qualities that are true and possible in your game engine, and focus on taking them to the limit.

NO INSTANCING !
Second is no goldsellers, but good luck with finding that one in any MMO ...
Really comes down to two things for me:
Am i able to play the MMO without too much difficulty
and
Are there people who talk and are willing to communicate in the MMO
If the game fails to do this on either of these fronts it fails in my eye. All else is secondary
Help me Bioware, you're my only hope.
Is ToR going to be good? Dude it's Bioware making a freaking star wars game, all signs point to awesome. -G4tv MMo report.

A dev team that from conception understands what an mmo is.
-----
The person who is certain, and who claims divine warrant for his certainty, belongs now to the infancy of our species.
1) FUN, is it overall enjoyable
2) PLAYABILITY, does the games interface allow for a intuitive and stress free play time
3)DURABILITY, Does the game last and have enough content to keep me interested
4) EYE CANDY, does it look good
5)CHALLENGE, IS it challenging do I feel a sense of accomplishment when completing a task
IF it answers those 5 areas then its all good otherwise it will sooner or later lose my interest.
Gadareth
Combat, if the combat aint good its uninstall for me, dont care of the rest is alright, combat is the thing you do most in an mmo
