Every other debuff or buff I've seen works, I hope they'll make that one in the right text too before launch, I thought it was Fatigue at first as well.
Oh on a side note when you see the yellow part of that buff turn red that means somethin' your wearing has broken.

Is that the Fatigue indicator? The text is in Japanese when I play.

It means that some piece of your equipment is critically damaged. Go to a repair NPC and have them fix it.
EDIT: I only know that because it happened to me last week and I finally decided to get my equipment repaired today and it disappeared.
It looks like you have a really nice setup going...It could very well be your video card....I hate NVIDIA...always require too much power without giving enough bang for your buck.
Here is my specs and the game runs almost perfectly with highest graphics:
AMD Phenom 9500 Quad Core
4 GB DDR2 Ram
Radeon 4670 (doesnt even require input into the power supply but is very very powerful)
500gb harddrive
Ive played every game and the only few MMO's I cant put to highest graphics settings without lotsa lag are LOTRO, EQ2 and Vanguard....all others play perfectly at top level..
I dont know what your problem is, but Id stick with Radeon....always had trouble with NVIDIA...

My system is identical to yoursJT and I can by no means run the game with any settings on (physics, extended, dust, shadows, AA, DoF, ambient occlusion, texture filtering) at 1650x1080
That is very odd. I did have AA at none, but kicked it up to the max today to see how it would run and I couldn't tell any difference in performance and the game looked the same. I do run shadows at standard setting, but that is my preference. In most games I just turn shadows off.

You need a 1GB video card at least , maybe the 8800 GT you have is 512mb ?¿, I moved around my video cards a lot and y tried an old ati card with 512 m just to try if it ran and it ran exactly the same as yours did.
Eighter that or your video card is busted , or somethin on the config for your video card doesnt work.
I have a 240 in my low budget pc and it runs perfectly.Can get it problably for under 100,

You know theres something wrong when this system can Max out FFXIV but an I7 920 and 2 GTX 285s SLI or a Phenom 965 and 5850's can only play at about 20fps on medium settings... this game is wack.
You need a 1GB video card at least , maybe the 8800 GT you have is 512mb ?¿, I moved around my video cards a lot and y tried an old ati card with 512 m just to try if it ran and it ran exactly the same as yours did.

Lol, i could never play the game like that. But I got a similar system but with less RAM, and I can run the game fine on high settings, it only lags when lots of people are around me.

If I was the OP I would try all the settings on low but with buffer resolution set to "resolution" that's the main thing making it look like a 1980's game here.

Just curious about your screenshot, as the GPU Load in this pic is based on current processing not "MAX" . We know ALT tabbing out of the game crashes FF. You would need to clarify this and re-run GPU-Z in the background and set the results to MAX to see what they peaked at while playing.
If you run FFXIV in windowed mode, it doesn't crash. I didn't run GPU load at max because at some point, it spiked briefly to 94% for no more than a moment, but it usually hovers around mid 60's during gameplay while running around. Usage is much lower on minimum settings. Why is the highest reading of the GPU load important, when the game itself doesn't use that much normally? As for vram used, it's a solid line throughout, it only climbs, but never really goes down. Max was at 293 while running around Ul'dah.
