What smooth means is a bit depending on the situation but for me its starting ~ 30+ fps and smooth constant scrolling i have not seen any stutter so far that was graphic lag but i had a few server lags.
The view range of mobs and npcs is one of the best i have encountered yet, man mmos have much less range of view.

You see with normal and stable clients and engines there's no way i could get worse fps than you, because my Computer is very much like yours except i have a newer GPU (260 GTX), meaning i should get AT LEAST the same fps as you but as it is I get 30 fps at best (meaning looking at the ground with no one around) and 90% of the time more like 15-25 fps and i don't even have AA enabled. Granted if have a Resolution of 1920x1080 but that really shouldn't have such a drastic effect on framerate.
Bottom line which we can conclude from this: The client is poorly optimized, which means it is not tested enough with different systems. So there's no way of knowing beforehand if the games runs good or not. It's a gamble.

Have you turned Ambient Occlusion off?
Is your setting Resolution (not Double Reslution or half, 2/3rd etc)?
I have an Intel Q6600 @ 2.7Ghz, 8GB RAM Kingston 1033, EVGA GTX460 SC
Hardly a top of the line PC, it's 3 years old, just the GPU got upgraded for 170 Euro. I run the game at 60FPS outside and 25 FPS in towns, occasional drops to 15FPS when loading scenery cause my HDD's suck. (easy to fix)
Settings are:
1920x1080 HDMI, 8xQ MSAA, Everything on High/Very High, all in game effects/setting ON, Ambient occlusion off, Depth of field Off (don't like the effect).
If you can't get a decent FPS i would suggest you clean up your OS or make a seperate partition for games. Most of my friends that complained about performance had their OS infected with crap like autostarting 20+ programs and other useless cheat, turbo ram, "i pwn you" applications.

Ambient Occlusion is off as is depth of field and the game is set to "Resolution". My computer has no viruses, no adware, registry is clean, autostart has just the absolute necessary things running, i have seperate partitions for games and OS and i don't have any other applications running while playing of course. I already doublechecked all this. There is no MMO on the market today which runs nearly as poor as FF XIV on my computer and i really don't know why. and btw, there are numerous postings in this form from people with insane quardcores, 8 GB RAM and more and top notch GPUs who should have 100 fps with this and still chugg along with 25 fps, there's something fishy.

Try dropping it to 1680x1050 and test.
I do know that our core2duo is pegged at 95-100% so anything that uses anything more is going to have a dramatic affect on how it runs. The resolution should be determined (I think) by the GPU and cpu shouldn't have too much to do with it but you never know how a game differs from how it might use the cpu. For instance, my upgrade from 8800GT to GTX460 didn't do anything at all because the cpu is the bottleneck.
At some time we have to realize that a 3.5 year old machine isn't going to run leading edge graphics at high & decent fps. We might have to deal with the fact that its medium graphics and not the best playability.
In 3 years though an inexpensive setup might run everything on high and the graphics won't look outdated to what might be comming out then.

Do you have any of your NVIDIA control panel options changed? I have mine set to the NVIDIA defaults just forcing sync as i absolutely hate tearing effects. (latest drivers i assume, not the new beta)

The business model is to get people to play who have money. If you do not have a high end computer your less likely to have extra money to play. If they wanted everyone to play it would be a FTP game with an item shop.

Around 30 FPS is very acceptable in an mmo with all eyecandy enabled compared to playing pew pew at lowest settings...
I measured it with Fraps and i guess fraps takes some speed away from it.

The game sticks at 60fps for me and drops to mid 40s in towns/nodes sometimes.
