There has been alot of threads posted on rift beta forums about ati cards having performance issues, i myself had performance issues on an amd phenom2 3.2ghz quad 4g corsair 1600 ram and gtx460 for me a tempory fix was simple something with evga cards restricting fan speed to 60% there is a fix available on their website that fixes it and increases clockspeed a bit aswell, getting around 50 fps with 2x ssaa 4x brings me down to about 30fps and shadows are turned down a little bit with everything else near on maxed out.
Trion apears to be aware of the issues with ati cards and I have heared that they are working with ati to figure out the problem, may be a driver issue or game engine issue, this is only beta so they would be stress testing servers and running debug software in background which would effect f/r aswell.
Sadly, the engine is a tweaked version of the Warhammer engine developed by people who made Warhammer. It's gonna lag regardless of how much hardware you throw at it.
I hope I'm wrong, but the precedent is hard to ignore.
Trion modded the engine so much in the past 4 years there's nothing left of the Gamebryo engine. And since you didn't even know the name of the engine I'm sure you don't know much about modding engines...

The old tech of this game, should be running minimum 100fps and like most games they never do.50 fps is not enough,if you are already that low,it will definitely drop below 30 often and lag.
Just so most know,i have a low end sort of system and i could almost play it with most of the IMPORTANT sliders maxxed. My game for most part maxxed was struggling,i would say it felt like around 30 dipping down to 10+.My machine is considered weak but not in my books, but if i had a decent newer system,i am sure i would have had a very smooth game, not so sure with everything maxxed, but that is not neccessary.
Lighting is huge so keep lighting as high as you can, looked awful with lighting turned down a notch.Resolution is also huge,i tried it at low res and it looked awful,so the 1080 setting is reccomended. Also huge is texture quality, keep it maxxed or high as you can.
Other big hits are shaders,i didn't really notice very good shader use,so i would say turn it down if possible,i don't remember if that slider was in there. Also max visual distance is not a must if your machine is struggling. The player models and their gear has been kept very low poly, that is because with so many different possiblities it would be a big hit on the system, too bad i liked the better looking gear in EQ2 and Vanguard. To be honest it is so low poly that even gear in FFXI looks better, and we all know how low tech FFXI is,sooo jus tsaying not much for great looking characters.
Ground clutter ,i think had two sliders ,radius and % or something like that, not really important, turn both way down.Shadows again not important ,turn it off.
MOST important is that Trion's latest update patch is targetting, stability and poor framerates,so i guess there was a problem lurking there somewhere.I know even on my low end machine,i should be getting easy 50 fps,the game aside from a fair number of background animations, really is not a taxing game.I really am skeptical as to what devs do in such a short time to tweak stability. My gut tells me they just dumb the game down, poorer lighting physics, maybe remove some shaders maybe lower view distance ,stuff like that.I mean if so easily tweaked over 1-2 days, why not tweaked from Beta 1>2 or before Beta even began.

I'm sorry, I know its new, but the game just doesn't look good enough to warrant such poor performance. I can max every single other MMO out there but right now, on my Phenom II x4 / 5870 I'm getting worse performance than Crysis. To me, that's a dealbreaker. Optimize the engine or don't release the game, there's no way the slightly above average graphics of Rift should be taxing my system like they are.

I know ATI make very fast cards and less heat then my current 480 GTX but the driver support always drives me potty no pun intended. This is why I avoid buying them. I am sure they will fix this because there are so many ATI owners.
My card runs at 92 degrees celcius which is normal for that card but you see what I mean I was very hesitant to get it but in the end the driver support made up my mind. Anyway I am absolutely sure this issue will be solved just hang in there in every game the ATI owners always suffer but eventually they fix it.
It seems there is an issue with the very latest generation of graphics cards, especially ATI. Makes me wonder if I should go ahead with the purchase of the new computer I've been planning for a while. My own system runs at 25-30 fps and is now two years old, while at the time it was top notch.
Edit: That framerate is with 2x anti alias and an nvidia 295GTX.
Hmm, so issues might be related to dual-GPUs and AMDs 5-series?
Can't be. I7 920, 6GB 1600mhz, 5850 on Ultra 2x AA and i am getting between 40-50. (Still not great, AoC Full DX9 i was at about 80-110fps. DX10 was about the same as RIFT is now).
The FPS in RIFT may be acceptable and playable but it should be far more than it is.

So, everyone needs to buy a top of the range card just to play a game with an archaic engine called 'Gamebryo'?

Its running great for me now. Better than AoC, WAR and most others. Check your system bro
