It depends on the games world setting really. If the game is based on medieval times like UO & DaOc then yes the armor should match what was worn at the time. Tera is not a medieval setting, it's high fantasy and its art direction represents this direction.

I think the censoring actually stems from the fact that minors can be seen as sexual by some and that this type of thing is likely to draw them to a game that will likely have it's share of minors playing. Sure we all know there will likely be an age restriction but look at AoC, MO and pretty much any MMO, how well has that age restriction worked?

Female gnomes in WoW are distorted enough that they don't look like children. The big feet and hands immediately stand out as non-Human. The facial features are more adult-like. The breasts are developed proportionately to what a full-sized adult would have. Most people who don't play video games would look at it and think the female gnome is similar to a midget.

yes, age-based rules exist only to protect mental development not physical development, which is why some adults are considered to be not mentally capable of consent.

In wow you can undress a female gnome to underwear/bras. And gnomes do look like children. But its a known fact they're adults. Mainly because every male has a bushy beard. So nobody cares one bit that a 3ft tall character is a female and naked.
