It will be a good MMO, but somebody somewhere lacked the balls to make a great MMO. They simply wasted 50% of their $120 millions.
This remains to be seen.
When WoW was made it wasn't considered a 'great mmo', neither was EvE or FFXI, but look how many people would call them that today after all they've accomplished.

And if you're sick of mmos designed for casual players.. why don't you sub to Darkfall or Mortal? Or even AoC's FTP PvP server. There's plenty of non-casual friendly games out on the market still waiting for more non-casual players to come and sub to.

Now regarding TOR, just have a look at all that won't be in game at launch and take into account that TOR budget is at least twice the budget of any other MMO (but Tabula Rasa) made till now. Seriously, story by itself does not costs over twice the price of any AAA MMO. They are not even able to have Pazaak in game at launch. A feature that would cost way under $100k. They could even nearly copy paste KOTOR code into TOR and refine the graphics, would they not make it multiplayer.
A good game, yes, still they wasted lots of $$$. Gald they have a SW Ip otherwise they would be in much trouble.

If they make back their investment (which is highly likely), then it wouldn't have been waste. It would have been money well invested as deemed by their shareholders. After all, the bottom line is overall profit for any company.
As for the gamers, the game will still have plenty of features for people to play with. It's not a barebones game by any stretch and the type of player they are looking for (one that values story, lore and pacing over speedy rush to endgame) will be pretty happy overall. The ones who wanted the typical things other games have are already voicing their displeasure that the game wasn't made for them. There wouldn't have been pleasing that crowd anyways so it's better this way.
Waste of money will be if they don't make their investment back. If they do, it's well spent. There will be plenty of time to add other things the game needs and hopefully they'll continue doing that with the lorehound crowd in mind, and not the section that is looking for that perfect game.
It's never about what's not in the game at launch for me; it's about what's IN there at launch.
To be honest as gamers we just really need a well-made triple A MMORPG title to hit and Bioware have given us this in SW:TOR. A lot will play the game as the Western mmorpg comunity has been waiting for this type of game to come for so long now.
