Somebody who doesn't wear heavy armor is going to complain that being able to wear Heavy Armor and Light Armor, while also being able to mod the armor gives classes with heavy armor more options and that it will be unfair.

As I mentioned most gear has mod slots on it. The gear itself has no stats, the level and stats on gear is determined by the mods you put on it. So put 3 level 50 purple mods on a lightsaber you got at level 10 and you get a level 50 purple lightsaber that looks like the level 10 one.
Honestly adding a apperance slot would have been much easier to implement but doing mods makes a much more flexible system so I htink it's a great add on.
The system wasn't done over the beta weekend but I read somewher they added over a 1000 new pieces of gear most with mod slots in Monday's build.
wrong, armor and damage on weapons depend from item, not from mods, mods at stats, you can have 150 armor robe with 0 stats and 3 mods slots, same for 100 dps saber with no stats and 3 mods slots, but that lvl 50 with purple mods it still be 100 dps saber and 150 armor robe

The new system puts all the gears stats on mods and makes the gear itself just a apperance shell. You can put the exact same mods on a piece of heavy armor you go at level 10 as you can one you got at level 50 and you will end up with the same quality and level armor if you put the same mods on both.
I like the new system as it seems a lot more interesting than just slapping a apperance slot into the game and calling it good which I'm sure would have been much simplier to implement. Putting all the stats on mods gives Bioware a lot of flexibility in the future to add new mods without having to worry about rebalancing all the gear they created up to that point.
As for the OP point. As long as I can wear whatever gear I want I really don't care if there is over the top stuff in game. Some people will wear it and some won't. Me I tend to go with simplier looks in MMO's where I can choose. The nice thing is that Bioware is letting us choose at launch.
All the gear has base stats, yea you can manipulate them by adding mods but at the end of the day its still a gear based game and saying the endgame pvp or raid gear isnt any different than the regular ingame gear is just a lie.
I dunno, when watching Star Wars movies, most people wore .....clothes?
Sure, there were some armor sets for Troopers or Mercs, but most of the other characters including even some of the main ones wore fairly simple outfits with a few accessories.
I would rather hope SWTOR's end game clothing sets follow a more realistic look and feel and not get too far out there like fantasy MMO's tend to do.

Also, I'm not sure how I feel about their take on "moddable" gear (not REALLY moddable). Appearance tabs are always better because:
1) You have more gear to acquire = always fun to research and farm things
2) you have more gera to mix and match

Light, Medium and Heavy armor do get less or more armor from the mods, so you don't really want to wear a robe as a Trooper. Armor depends only on the LvL and grade of the mods.
The mods are the same for all tho and if you find a Consulars robe and want to put that mod with endurance and willpower into your heavy armor chestpiece, then you can do that. Just extract the mod from the robe and slap it into your heavy armor to get the boni.
