Now, if you should chose between the 0.1 million hardcore users and the 1.9 million average users. What would you chose?

End users vary depending on the application. If someone can install an MMO, create an account from scratch and enter their desired payment method, chances are they are capable of turning a graphics setting in the options menu on or off. These probably aren't the same types of end users who can't power on a machine or have trouble logging into gmail, which are the kind of end users I normally deal with lol.
