Asking complete strangers for duels is OK in my opinion... That is, as long as you don't ask again when you're turned down, let alone spam duel requests - which should frankly be a bannable offense.
Many players who ask complete strangers for duels have likely already duelled their friends so many times that it's plain boring doing it with them now, and they're hoping to see some other tactics, other ranks of skill, other ways of doing things, so that they'll adapt and thus improve themselves a bit.
Of course, as said in the above posts, many others just duel to brag afterwards or grief you verbally... But really... You can always Ignore those afterwards.

I just hate random duel invite spam just like I hate random guild invites, random charter signings and such. Very rude. Also, the person wanting the duel usually is ready for it some how, twinked character or they are 3 levels higher or something. Sorry, I don't pay my sub to be your entertainment. I will duel with guildies but that is it., mostly.
There was one time however I was in an onry mood. WoW, made a gnome mage but ran over to goldshire to run with a friend so very low level. Guy invites for duel which I declined because he was 3 levels over me. Of course, instant reinvite, oh, like I am going to change my mind in less that 2 seconds, thats logical. But this time I accept. The count down happens right outside the inn. but I don't fire anything at him. I run. and run. and run. and simply lead him all over town for almost 15 minutes. dart in the inn and slip around the corner. watch him run into the main room and then slip out the door. Behind the inn, around trees, though the smithy and so on. He was so upset. actually cussed me for it. So much fun. You just got duel trolled by a gnome buddy.
Hmm, I hate dueling and turn down all requests. Dueling implies fair fights, and I suscribe to the motto of "if you ever find yourself in a fair fight, you're doing it wrong"
Sorry, I only fight for cause/consequence and when I do fight, I try my best to make sure I win, even if I have to zerg you to death in the process.
Otherwise your request is just interupting whatever "important" task I'm currently focused on and not worth the bother.

Its like sparring in martial arts. You dont go out on the street and ask complete strangers if it is ok with them that you kick thier ass for FUN do you? And then complain to everyone around when they look at you like you are a fool and tell you to bugger off.

I don't accept random duel invites either, but what I find funny is when I get a new skill from the trainer, he says we can duel anytime....ummm, there's no option for me to duel them--it would be useful to be able to "practice" a new skill in a duel--figure out it's best uses and how to work it into a defensive/offensive combo. Players rarely have time to let you practice on them, so my thought was they should let us duel our companions. Of course you can always "practice" on trash mobs, but there's still risk there.

Just because somebody turns down your anoying duel spam does not mean they are playing the game wrong. People are entitled to play any way they want imo. Maybe they don't like to duel or pvp but they do enjoy socialising or groups or running instances which in a game like Tor is arguably the main focus of the game. Also a lot of people have been turned of it by beeing duel spammed repaetedly by little anoying dicks in other games who then chase you around for ages saying things like "Why not?" or "It's fun!" or otherwise generaly behave like petulant little children when they don't get their own way.

Nope. Got 4 characters range from 20-40. None of them hit cap yet.
I group with friends on particular character. I sometimes go around collecting mats. Sometimes I just ride around places and see if I can get to some places.
I think out of 20+ people I find a person who would duel. It literally takes maybe a minute, actually less. But I never seem to find anyone want to duel even though we're same level.
Well first let me apologize in advance as what I'm going to say will seem harshly negative and insulting. I don't really mean it to be, but I want to give you what I feel is the most honest answer from those of us who seriously dislike the dueling crowd.
Here goes:
Because we do not want to waste even a second of game time with pathetic self important, attention seeking whores. I personally find dueling to be about as productive as wanking without the ability to reach orgasm. I also feel it leads to players who can't stand the idea of not being the unlitmate badass at all times, forumlating stupid opinions that all classes must have equitable balance, which is preposterous. And in other games this deluded whining has actaully led to even more moronic nerfs to classes that did not need them. And the crowning turd in the water pipe example of this is Wow where the duel whores helped to create what I feel was the most game breaking feature ever, the Arena. The most disgusting and poinltess e-peen stroking fest I've ever seen, which I feel had a massive negative impact on both the PVE and other PVP oriented portions of that game.
Again sorry for sounding like a prick, but I hope that helps clear things up.

yeah...right...the one duel request I've had thus far in SWTOR was from a dude 2 levels over me. I'd say it's the rare player who is asking to duel to improve himself. Most are in it for the lulz..

Myself, I find clicking Reject on a duel request easier than replying "No, thanks" to a whisper asking whether I'd like to duel. :P
He said himslef no time to duel, that alone let's you know his time is work work work to get level cap. No need to be psychic to know that.
