I'm just not sure how viable the chronoscrolls will be because its very easy to make gold at end game, perhaps they are geared towards the more casual gamer that just does not have the time to play for gold and gear.
One thing I can see though with the chronoscrolls is guild leaders using them for gifts or events for their guildies. Vanarches will be making a lot of gold from taxes and they can use that to buy chronoscrolls and reward guild mates for various reasons.

I would assume it is for casuals with real life money so they can sell chronoscrolls to hardcores with no money or hardcores who just want to save money by selling it to them and using the money to fund their enchanting and what not.
Also some people have a lot of expendable income, as is apparent with some peoples spending in cash shops, some guys will just want to be rich as hell and sell chronoscrolls to be ahead in that department. However, they will be limited, you can only buy so many.
The producer of this game, Brian Knox, was also producer for Aion's launch. Anyone here for that? Bots and worse, GLOBAL CHAT bots. They were given free reign to spam, it was the same 5 bots spamming for hours, spamming 3 block wide messages. You couldn't even see what was going on in your chat log, there was so much scrolling by the spam of those bots. I assume Chronoscrlls are Knox's stupid way of either trying to fight bots and RMT instead of taking the obvious first step, BANNING them.
How he jumped from QA to being a producer boggles the mind.
They also have developers from Lineage 1+2 and credible people like Patrick Wyatt who has been credited in creating games like Diablo, Starcraft, Warcraft 1+2. and Guild Wars.

Lol easy there bro! There were plenty of bots in Aion but guess what. It was an NCsoft game and NCsoft is notorious for not managing bots efficiently so I don't think it was Knox's fault. And who said that TERA's devs are not going to start banning bots? They don't have to stop banning them in order to implement Chronoscrolls.
EDIT: Just wanted to add that banning bots isn't always efficient because many gold sellers use hacked accounts.
