Here's the kicker... if you want to upgrade from Windows 98, NT or 2000 you're going to have to pay $100 for the upgrade. If you want the "full" version, I believe that's $300 (maybe $200, I forget).
To make my point, anywhere you go it's going to be the same price... even in another country... Microsoft made it clear that the upgrade is $100 and the full is $200 worldwide...

Just so you know what goes on in the real world... Games and Programs from Microsoft aren't 10$. I assume that since your dad works for Microsoft, he gets them for dirt cheap. But please understand that currently, for the average Joe, you have to pay 100-150 $ for Windows XP and between 45-70 $ for new games. It's not cheap.
