Really? Then it shouldn't be a problem to move this feature outside groups.
I was thinking of something different now. I think I understand Anet's way of thinking and why they limit chat bubbles to parties. Otherwise there might be lots of bubbles on screen obscuring the view, GW2 is already crowded, imagine a few dozen players talking at the same time!
How about adding a "flag" on players, a toggle option for showing bubbles or not. Players that have this "toggled" will have their text appear above their heads in chat bubbles (for those who activated them on their clients) while other players will have their chat appear in the general chat (even for those who activated bubbles).
This way fewer bubbles will appear and make this more manageable and better looking. The main reason I would want to remove bubbles is because of the useless "text" that might appear on them. People spamming or talking nonsense, If they add a "RP" flag or something like that, those interested will use the feature, those who don't won't.
Of course many people will activate the Bubbles and start writing nonsense, but it is a way to filter out. I mean, bubbles with worthless text are even worse for immersion. I can imagine what kind of an effect an "RP flag" will have in the game. Those who really want to immerse themselves won't even have to look at the chat. And yes I would love that
Block the trolls, don't answer them, so we can remove the garbage from these forums

I think you're referring to 'automatic' bubbe-chat "messages" that player character sometimes say.
Like for example if your group mate is hit with a freeze spell then it automatically pop up 'bubble' with something like "I am freezing".
Apart of that group or no group I never was able or saw any bubble chat with text written by player.
As for technology - yes, but it is there since very early game footage even before press-betas were shown and it is still not implemented.
So cause I am player for very long time I will remain cautious until it is actually implemented in game.
Diffrent ppl put diffrent 'wage' to diffrent things in game. I see bubble-chat as very important thing. Not for RP reasons cause I don't RP. (well I do play at RP servers often cause of better atmosphere there, but do not RP myself).

Walking speed decreases: "My leg!!"
Speed buff: "I'm as fast as a centaur!"
If each of those stats was represented with a chat bubble then the fights would get quite messy.

I saw Arena.net acknowegedling that some part of playerbase want this feature and that it is somewhere on the list - I never read anything that they promised that it will be at release.
See BW also said that bubble-chat is on 'to-do' list and just long weeks after release they admited that they will NOT implement it.

I personally feel far more annoyed that my character is not only voiced, but has is whole background story made for him. Leaving less room for my imagination.
Also, lobby based, FPS PVP in an mmorpg doesn't help.
gonna say this again =P its really silly to base you being able to RP by chat bubbles.. I personally find them to HURT RPing more than to help it.. chat bubbles overlap and arent up long enough most of the time to read everything that was said.
Oh good lord, it's not finished yet. Might wanna wait until its out of beta and then post things like this. The next beta won't even include the two races everyone's been itching to play yet so, it's far from finished.

I find this ironic considering I'm not in any way a programmer, yet I once made a chat bubble script for a game engine of mine that worked just fine. It would calculate the smallest total area the text could fit into and arrange it accordingly, then draw a perfectly sized cartoony chat bubble around it.
If I can make a 2D chat bubble system that easily, then real programmers shouldn't have any excuse for not being able to make a better one.
That said, GW1 at least had rudimentary chat bubbles, so I expect that GW2 will get them eventually.

what so you cant RP a Charr killer or some other RP based douche... there is no reason for open world PVP in this game.. RP or otherwise. Also this is a story based game.. you get to say a lot about your story but of course you cant make it all. You can make up your past most of the time however.

I do agree that GW2 is more an action adventrue with minimal featrues for RP and has a long way to go to be a MMORPG, betting that isn't their plain anyway.
I'm not sure you're really much in tune with the role-play scene if you think this is true. I personally don't role-play, but even I know enough about it to know that you don't need chat bubbles at all.
Take LotRO for example. People there role-play almost incessantly (at least on the Landroval server), even though the system really isn't made for it at all - not only do they NOT have chat bubbles, but most people would put all their text into the emote chat, which forced them to always start sentences with their character's name.
It crippled creative writing. It also never stopped anyone. You literally couldn't walk through Bree without moving through at least three different role-play sessions.
I have no interest in RP, its just not for me, however I do think chat bubbles are a good thing
NPCs have them already, and you can see chat bubbles from people you are grouped with so why not add them for all conversation.......?
Because, can you IMAGINE how cluttered and ugly the screen would look in one of the big cities when everyone is talking and you can see everyone chat bubbles, it would be rubbish. You wouldnt be able to move for chat bubbles.
I understand RPers like this function though, so maybe they could do it so you can turn chat bubbles on or off for different chat channels, and create an RP channel that the RPers can use to their hearts content

I disagree with the OP, but what has really angered me in this thread is the people who don't like to roleplay talking about hating it.
If you don't like roleplaying, why are you in this thread in the first place, as the problem doesn't pertain to you in any real way. In addition, why are you so angry about people doing it, or thinking so lowly of those people? What harm does it cause you if others want to roleplay in a roleplaying game? Besides being half the point for some people, it's right there in the name and therefore shouldn't be mocked when people choose to engage in it.
I get so annoyed when, in forums and in the games themselves, non-rpers often butt into roleplay and conversations about roleplaying just to complain that it's stupid or ridiculous or just to troll rpers. I don't get it, and it annoys the crap out of me.

More like it is possible to rp without chat bubbles, cause chat bubbles are in mmorpg's almost since beggining.
Earliest game with them was propably UO.
