Sure, story and zones will have their use only for a limited time and next to no replay value. The lack of real social features like cabal (guild) housing, trophy gathering, etc will also lower the replay value.
BUT: TSW has a horizontal progression. One character can be anything and mix concepts. The whole "Builds" idea is vast in TSW.
You don't need to min-max to the extreme to understand the "keeps you busy" idea behind the system.
I understand that the "build" concept may not fly for most people because they don't want to actually develope and test their theories out themselves. Most people enter a dungeon with the mindset they need (and have) a build which does the job -either through fixed roles or "guides" from google. Those people naturally will not be engaged into the "Builds & Decks" metagame.
If you can't see yourself fiddling with passiv & active skills every day for a "good" setup for boss X and trying to make an idea work instead of just copy & pasting a guide build, well i doubt TSW will keep you entertained, but then again that is not bad initself.
While people love choice and enjoy finding something/a setup they find fun and rewarding, I don't think most like being forced to change to something else to complete an encounter and being told it's still their choice.
As a player that generally prefers to solo most content, my keys to success have often involved using LOS, enviornment, or other off the beaten path techniques to get the job done.
The challenge for the developers here is two fold. They want to create variety with so many skill choices and they need to create bosses and content that allows for multiple perspectives.
I am the type of player that wants to find out how to beat something through trial and error. Many of my friends google and Youtube everything to see how someone else has done it. We have different points of view and honestly I think I get more out of the games than they do based on our conversations.
What I hope that TSW brings to the table is more than one way to skin a cat. I hope that the community is primarily made up of like minded people as well. I might enjoy grouping up with people more if the content is attacked with an open mind and an understanding that the game is about finding your way to get throught it, not your class with this gear and this rotation.
The people that love to tell everyone l2p....learn your role, should be turned off of this game entirely and hopefully play somewhere else. I understand that there will be tried and true builds, but the nature of people is that they always want to add their own flavor to things and this game is going to make that very easy.
