With my high level thief, I have recieved a lot of rejuv potions, karma potions, exp potions etc - they are all still in the bank. At no point ever did I feel levelling was a grind or felt encouraged to use a potion in order to make it faster. I did not feel the difference when I tried the rejuv potion, because when played as its meant to be played, your character does not take a lot of dmg during combat anyway. The amount healed with rejuv, a weak regeneration type buff, is so small that it cannot save you if you are "tanking" when youre supposed to avoid the damage.
Thus I find the items are oldschool appeasers. They have no actual real purpose as such, but I think they make people feel better, when they open a chest and find not just 3 potions to turn them into an elk for an hour, but rather find some weak potions to use - or in my case, forget about - instead.
