    I don't think it is a great policy to dissuade from cheating, because it is an actual endorsment of cheating/exploiting:

    - if i cheat and i can make away with that ->  i have profit

    - if i cheat and i got caught i will be refunded -> i have no loss

    - if i don't cheat at all -> my profit will be the lower possible

     

    Nice to see game theory is not applied  to gaming.

    Not really - your characters stop existing so you lost time, assuming this is true.

    Also I made a killing selling mithril and snowflakes to the cheaters.

    Ask botters how much they care that they've lost the characters they levelled in 3 days when after the ban they've got all the money back they had begfore starting, so they can start anew

    Name one game that doesn't have bots. You can't because there isn't one.

     

    People will always figure a way around any security if they want to bot.

    TSW does not have bots.  There is no point to them in TSW.  There are no resource nodes to exploit.  To get cash and gear you have to play and complete missions or actively craft your own gear.  Except for high-end Elite and NIghtmare dungeons, you can manufacture any gear you may need.  Now that I think of it, there are also no gold farmers (that I have seen) and I have heard no one complain of bots.  IN TSW, there is simply nothing for bots to do.

    And maybe becuase it isnt worth it as well :P not as many play tsw as say gw2, runescape and wow.

    It's not a matter of  the quantity of people playing TSW.  There is simply nothing for a bot to do.  And, BTW, since the conversion to a B2P option, the game is swarming with new players.  Not as many as GW2 and WoW, of course, but significantly more people than there were.
