I understand the artstyle does not match a typical human and they 'conveniently' picked the features they wanted from different age groups, but that doesnt MAKE her the age group you want her to be any more than it makes her the age group others want her to be.
this question can either go the route of "high dose of hormones during pregnancy" or the route of "because she's not as young as you think". and since either are speculative there's no way anyone will ever agree with anyone else.
its a picture, the intent of the author was not to show high hormones, or an adult that looks a bit young for their age. the vast majority of people who look at this picture would interprete this as a picture of a child (and you would have to wonder about those that don't) Just why the child looks as developed as she is or why indeed the artist thought this was relevant is a disturbing question.

That little girl on the right has a huge rack, the drawing is clearly giving the idea of an upskirt shot and she's clearly being portrayed as someone between the ages of 6 and 10.
