I would say most noble is Daggerfall since they are trying to secure their trade routes back so that the people can get supplies and you know trade and make a living again instead of go into poverty.

Nowhere is this Xenophobia more evident than in the AD story quest line. Queen Ayrenn is not Xenophobic and that is one of the main reasons some xenophobic Altmer dissenters, the Heritance, are trying to kill her. There is even a quest line in a "school" where snooty Altmers are trying to teach decorum to Khajiit and Bosmers

I played through all of the starter zones to 10 so that's all the knowledge I've gained so far. But given that limited knowledge of ES lore it really seemed to me that Daggerfall were the good guys.
