If you're talking about delves, sure delves are all pretty similar. If you're talking about the actual public dungeons, it'd be pretty hard to be more wrong than you are now.
I think the public dungeons are more for people that like to grind mobs. They are less about content, lore, or exploration. Probably something ZOS did not want to waste a lot of time on when people would just be solo grinding.

They are making sure its just as good as Skyrim then.
There is a lack of variety, they promised indoors locations, a rarity in new MMOs and we got them. But the money ran out when it came to variety, graphics costs are limiting in all game design these days. Solo or online the reused levels with a make over are now norm. I can see this being the future unfortunately.
Will they design new rooms structures for TESO? For new content quite possibly, for existing content unlikely.
This screenshots gives a good overview and I wonder why they did so much copy n paste work.
At the end you will probably find similar copy n paste work in all their Elder Scrolls games i.e. Oblivion, Skyrim
And I guess you will find copy n paste quests in other factions.
Personally I dont like too much copy n paste as a concept. I really wonder about this since ESO is one of the most expensive mmos on the market and was 7 years (?) in development.

I agree, the reuse of dungeon/tomb/delve layouts can be pretty annoying. Then again I am used to AO's random dungeon generator, CoH's reused mission maps, STO, etc. I personally just ignore them for now and hope new content won't be so copy/paste. Hopefully New Dungeon B won't look like Old Dungeon A with a new theme pasted on top of the structure.
The plus side to ESO's reused dungeons is you are not in them for all that long. And the bright side is I guess once you have been in one, you will never get lost in the others!

The group dungeons are all unique and there are a lot of them. Do they count? (Of course not...it doesn't look as dramatic...) A mere ~50 unique layouts between the two. Awful! No choices at all!
