You can't title this thread best no monthly fee and not include buy to play games that have no monthly fee. Halo 3 is a respectable choice as well as Minecraft that was mentioned too.
There are many buy to play tittles that just stomp the crap out of f2p games. There is a reason the developers have to give the game away for free, it's because people won't buy it because in their opinion the games aren't worth a pint of piss. That's not true for all f2p, but for the vast majority it is.

If I have to pick an f2p game - Planetside 2 wins hands down for me - if you do your homework before you start playing, identify exactly what you want and spend right in game, you won't ever feel the need to spend any real money and you will enjoy the game just as someone spending loads of money. Unique fps 3 faction territorial gameplay on a massive scale, I have had some epic moments in PS2.
+1 = League of Legends: Regardless of what can be said about the toxic community, the game has by far the best f2p model I've seen. The gameplay is also more fluid and responsive than any other MOBA i've played/seen. Although, SMITE is pretty darn fun, the character choices are considerably limited in comparison. If you're not into gods and mythology, SMITE leaves you unsatisfied, whereas, LoL covers everything from cute characters, to girl-power femme fatales, to beastly monsters, to matrix-agent-like gun weilders, to robots and scifi / steampunk characters.
+1 = Hearthstone: Just, try it. If you haven't, you have no excuse. Addicting card game that's easily accessible and almost impossible to master, as there is a high level of "random" involved. as all card games have... but this one has Blizzard's polish all over it.

LoL is just a horrible game. first of all it takes like an hour to play one game while you have a toxic team of idiots leaving or having no clue what to do while one person on the other team becomes a god due to the imbalance of heroes and items and snowballing effect. there is just no balance at all. but i gotta say, the main thing that made me leave was losing matches cause my team would quit and unable to kill the enemy cause of snowballing.
hearthstone is just about as toxic. and i am a huge fan of ccg/tcg. hearthstone just seems to miss it... the card pool is way way tiny so only 1 or 2 viable netdecks can compete. and instead of relying on skill, the rng factor plays a huge role in your losses.
basically hearthstone is a game of averages. that is why climbing the ladder is so ridiculously painful. you have to play some 200+ games from rank 5 just to get to legend. it is a waste of time.
The best "no monthly fee" games for me are GW2, Planetside 2, and SMITE hands down. All of three of those combined have probably given me close to a 1,000 hours (no exaggeration) of quality gaming and some of the best skill based PVP I have ever played.
For me, it would be TSW. If you can deal with the combat, the stories in this game are some of the best in video games. On par with Silent Hill 1 and 2.

The OP is obviously not referring to offline games. Why would he even mention otherwise that it should have no sub fee? People talk about that in relation with online only games.

I'm able to do everything I did before they went F2P, and never encountered a situation where I felt I had to give them money to enjoy the entire game.
When I feel guilty for not spending money they're doing something right, and that's exactly how trion and ncsoft make me feel when I play those games. Like I'm taking advantage of them.
Except that f2p is very restricted in crafting. Slower, less xp and no queueing crafting tasks, Something that is very important if you want to focus on crafting skills in Fallen Earth, because everything takes ages to craft at higher lvl (vehicles even earlier on). The whole crafting system is based on creating a crafting que to finish when you are offline. Unless this restriction has lifted ofc. But for me it destroyed a major feature in Fallen Earth as f2p. If you don't raise many crafting skills or just craft mainly ammo, then it is not so bad.
Yes the queue or no queue because you can only have one item in it at a time as f2p makes it a bit more annoying. But you can craft shorter stuff when you are on and the longer 8h+ stuff when you are off. But the beautiful thing is you can just buy a crafting table from the auction house which lasts 20min and takes off 90% crafting time. Or camp citadel (town to defend against NPCs) where someone will drop a table sooner or later. But you are right, if you do it alone without tables it takes a few months to have all recipies.
But when it comes to PvE the people are really nice. i.e. My old guild had many low levels and especially f2p chars because we invited everyone without a guild to get them started. Every saturday we had tables up all day long sometimes even through sunday because someone just kept putting them down. People leveled during the week (needed to get higher max crafting skill), did the "short if on, long if off" thing, donated chips (gold) if they could/wanted and they got to max craft pretty easily. It's all about working together.
As for the pvp, can't say much about it with the reworked skills yet. But it has various pvp areas for different levels, a keep area and open world pvp which means you have to flag for it. The open world pvp often ended in a ball with everyone strafing/dancing around. The more people there were the more likely it was a ball would form which imho wasnt much fun. But you can have fun with a sniper taking people out from a distance and then there are always rocket launchers to shoot in a ball causing chaos and leeching some kills.
The good thing about this game is also the bad thing, because of the huge crafting aspect many players are more the PvE kind and dont flag or go to pvp zones. So the pvp community is kind of small. Because of the small number of PvPers and the reduced reward for chain killing the same person the pve/pvp arena mode Assault gives more reward/time then the open world choices.

Got in the game when i saw explorers pack giveaway, having a blast!
In the end, it's all taste ladies & gentlemen.
Rift was doing ok, it wasn't stellar but it was holding its own. It was Trion itself that got into trouble and needed to cash in on Rift.
For me best "no-sub" game was Guild Wars(all 3 and EotN).
