I dare say professionals with the time to devote to running multiple classic servers and getting bugs fixed and expansions out in a timely fashion would be even more popular.

For sure. P99 is fun, but once you hit the high levels everything becomes heavily contested. The raid scene is full of drama and cockblocking, and if you aren't playing over a bed pan, you have little chance of experiencing all the content. There are over 200 thousand accounts on eqemu, yet only a few thousand active players on p99. I can tell you many of those people left on account of the slow development, stale content, and a lack of servers to accommodate the more casual players who want to experience end game.
