In any case, at least I know I will finish my mod by the time of its release.

I mean just check their history, they released Morrowind in 2002, Oblivion in 2006, and Fallout 3 in 2008. Basically 3 games in 6 years. These days they barely release 1 game in that time period.
But yeah Todd Howard is saying every year how they are working on ES6, and every year it's still "far away". This time their excuse is that the technology is not there yet, so they can't do it in the way they'd want to. Also they plan to release 2 new games (2 new IPs perhaps?) before ES6. That might very well mean that we won't see ES6 for a really long time, not before 2020, probably even much later.
I also wonder if they might create a more user friendly toolset, one that is easier to work with similar (but obviously more robust) to the one released with the new Doom game.

Given the popularity of all the housing mods (plus the DLC), along with the toolbox they give us, I can imagine that the next open world game they release will have an entirely new engine that will support some sort of in game building. It seems to be where open world RPGs are heading and they experimented with it a bit in their base building in FO4.
But, building an entirely new engine that captures the magic of both ES and FO (since the engine is shared) as well as adding massive new features (such as freeform building, voxels or whatever buzzwords are used these days) that can also support any new IPs is a massive undertaking. They'll basically have to plan out all their projects for the next 6-10 years to ensure their engines can cope, then build the engines before they even start on specific games.
Still, they're working on it, they haven't given up on the franchise so there is still hope for the future. I just hope the new ES is more interesting than Skyrim!
I've always felt with the Elder Scrolls games (at least the games I've played from Morrowind on) that there was always something missing, one step, once you became the "savior of the place" or "head of the guild".
Maybe they are working on tech to allow players to "take it to the next level".

I imagine they want to do more with their world and how they tell stories and as Cleffy states, might be working on a new engine.

Also wouldn't surprise me in the least if they build it with extensive VR support...
They already announced coming VR support for Fallout and Quake, so it would be logical to also see it in the next TES.
Before ES6 launches, they still have to develop 2 new games. We have no idea what kind of games, but probably new IP, as I don't expect Fallout 5 anytime soon. It's clear that they will be developed by Bethesda Game Studios not any other studio within Zenimax.
If they are mobile games, then ES6 has a chance to come in the next few years. If not, then well don't expect ES6 for a really long time, just as Todd Howard said. However if ESO's popularity increases over the next few years, then don't expect to see ES6 for a decade at least.
So, I do believe it when they say the Technology is not there for TES VI. Not sure what they are waiting for though. It has been a while.

ES6 is not anywhere near ready, whoever thinks it's coming in the next few years is delusional.
If you do that, then its roughly a 3-5 year span between games. They do have a larger team now, but that's mainly for additional content.
I don't really mind that much as it give me more time to finish my giant dungeon mod!
