I think the Chinese government has realized that games are a mostly uncontrolled avenue of communication, with little government oversight.  So they are jumping in with both feet.

Seems likely to cause games to fork designs with Chinese and Western versions.

nah they never oversighted games, the diference now is lets get real here, most chinese games love to make people addicted to it, and chineses who play this games want to escape they sh!t lifes, but in doing so they are doing this for thenselfs not for the goverment, and in doing so they don't produce, so enforcing extra rules to prevent games to keep players playing and producing would make sense.
