Scapegoat? You keep using that word. I do not think it means what you think it means. Noun - One that is made to bear the blame of others. So by definition, the person in charge cannot be a scapegoat as they are always reponsible for everything they, and the organization they control, do.

Actually, I think Smedley has become a newly coined expression in its on right. As in, when a friend totally betrays you by stealing your car to take your girlfriend out in the woods to have sex with her, then crashes the car leaving it wrapped around a tree while he puts the new video he just made with your girlfriend on the internet. Thats called pulling a "Smedley" and is considered the ultimate betrayal.
