It is beyond me what kind of perverse pleasure they experience - when they PK another player that is many many levels under them. I will not even mention griefing or scamming.

Only reason I can imagine is : that this players are teenagers facing serious emotional problems, sexual frustrations and bulliying in their everyday enviroment. It is trully sad to see MMORPG communityes full of them.
As for the opposite kind. Players that are always ready to help a lower level , advice and even protect... we seem to be slowly fading away.
I belive that every n00b is a potential new friend, a guild member or a worthy competitor - thus i treat him with respect. I belive this goes towards building a better play ground for all to enjoy.

I'm not a big fan of people ganking way lower level characters and that's putting it mildly. I also don't think that FFA PvP adds anything to an MMORPG unless permadeath is involved. Having said all that....
In an open PvP environment, the community is responsible for damage control. You see, I played UO after it's first expansion (Second Age, I think) on the Chesapeak server. ABSOLUTELY EVERYONE on that server HATED PKers. Whole guilds would go out hunting reds. In fact, a red outline was translated to KOS. Experienced players would hang around newbie areas, warn players about the PKers they spotted and then kill any PKers they found. Chesapeak was practically a whole other game to most UO players. I had a friend log in from another server and he was SHOCKED that players said things like "excuse me sir" and "thank you." There were very few griefers on Chesapeak.
Given, that server is the exception and not the rule. Most gamers seem to think that everything that isn't prohibited is mandatory. In other words, you can kill hookers in GTA, therefore you are OBLIGATED to kill hookers in GTA. You can kill newbies in Shadowband and L2, therefore you are obligated to kill newbies in Shadowbane and L2. A lot of this would be a non-issue if MMORPG PvP was well balanced. For instance, in a level based game it should take about 60 lvl 1 players to take down a lvl 60 character. This would not only force new players to form loose groups for protection early on, but it would also force PKers to hunt, hours on end, for newbies out all alone. The gratification factor of newb hunting would be greatly diminished. Throw in permadeath and griefing lowbies will disappear completely.
There are people that fit your description of gankers to a T, but they are slowly going the way of the buffalo. If you're going to play MMORPGs, then you should probably stay away from FFA PvP games if it isn't your speed
