As long as the game is 100% realistic (This does NOT mean no-fantasy), I would play it. Roma Victor tries to be, and fails on some aspects, but I still play it since game companies fumble the ball every play.

I can see what you mean now by saying that there isnt good solid RP game with good community support and non-routine gameplay. Hope that you will be able to work your game concept out to some dev team or maybe even create one by your self (that would surelly take tons of reasourses though *sight*).
how about all this but game based in 16-17 century in paris with sorts and powder pistols where you would fight in fps mode and have no combat levels. you get shot you get killed you get stabbed you get killed. no hitpoints involved.

I've been dreaming about something very similar to this lately. I dream of a game that isn't all about combat, but delivers such a rich, interactive environment that a RP-er like myself can be content merely living a "second life" in a world like this. Sure, combat is there and is a perfectly viable path, but what's wrong with wanting to be a politician in the Senate? Allow me to give a rough example of what could happen in a world like this:
Say someone wants to start a starship construction company. Another player comes along looking for work and decides to work for that player who runs that starship company. Say that person earns their wages doing whatever is required, and then decides to invest in an upstart freight company as a benefactor. Perhaps this freight company will succeed and make him rich. Or maybe this upstart has a rival who puts a bounty on the benefactors. Perhaps this rival isn't even human, but is a NPC.
In my vision, the secret actually lies in AI governors. AIs to govern crafting, NPCs, combat, etc. I hope to flowchart this at some point to show how the logic would work.
I realize that something like this is a ways away, but it's a dream, a concept -- and nothing is impossible.
That is a great point. I love twitch-based games, though; especially ones that are twich-based but enhanced by stats. Freelancer is a great example of this; Morrowind is similar as well.

Fun idea and all, but it's nothing more than that. Yeah, it may all be possible, but we all know the more freedom players have, the more likely they are to exploit that freedom to make life difficult for other players. I want to play this game, because it's an evolution towards what I want to see from MMORPGs, but unless you're going to post more about various mechanics for players to police themselves, and convince me that they're infaliable, I can't imagine the game would be particularly enjoyable.
If a game like this actually came to light, all you have to do is look at the "real" history of our world and know the outcome. It will be like EVE to a point. EVE while definitly has good concepts and is fun overall, has the same issue this game would have. Getting new players would only be done with friends of people in the game. A new player would be "at the bottom". EvE and I expect you will tell me the same thing "new players just need to find their nitch".
Let's face it, when the game first comes out , the only compition are those at your same level/abilities/space provided etc.. all pretty much on a equal field. Any MMO to survive needs a constant influx of new and old players to keep the game alive. Your concept along with those of EVE kill this easly. (here come the EVE fanbots) but let's face it , even the most honest of EVE players will agree to this. They say "it isn't easy, but it can be done" ... so basicly you penalize new players.
Now let's say you fix this some how and new players won't have this issue, even beyond this your talking about world politics and natural human tendencies for survial, conquest , power and greed. Which ofcourse most if not all MMO's are based on. Human nature.. however in this "real world" enviorment there are so many veriables as others have said, you are going to have abusive exploiters whom I am sure can be delt with in one fashion or another, but your basis for your game concept has to many holes to be very viable in the short or long run.
What would make a good MMO in my opinion? I don't think there ever could be a great MMO untill a company can offord 1000 programmers whom could actually work togather with all the mathmatical possiblities it would take to develope such an indepth concept and have viable outcomes for almost every senario. Our technology is just not there to meet those needs yet. Maybe someday , but as it stands now, no.
So the best MMO's that will come out will be based on pacifics, IE star trek online is based on the universe of star trek. People know what to expect and know the limitation. Will someone be able to become a "Q" character and change the timeline or zap another player anywere in the game? No, obviously not there are limitations. Same with Warhammer online, while based on a very established universe of fantasy (the father of fantasy genre started) that game as well has a bases of pvp. The concept is waring factions in a fantasy setting. Pretty streight forward and you can say the same about WOW.. World of Warcraft is questing and exploration with some side things you can do like pvp. Not super inovative but sold well because of the warcraft license and the "ease of play" that the game offers to simple minded.
While many here like me like what you have in concept can it be actually implimented? look at Darkfall, a prime excample of a game that was promising the world. Then again look at Morning, look at shadowbane..... etc etc etc... each promising the world and delivering (if they even release) what we allready see in other mmo's today. If you can actually pull off such a large concept off without the huge over head you will definitly be the WOW killer that other developers say their titles will be. But to pull of such a feat knowing the actual cost of a concept such as this , not to mention the time envolved for developement is just the downfall. Know it or not, any company with decent bucks probably allready has or is in developement with this sort of concept. MMO's are getting there, many have in the past allready promised these features, none ofcourse ever came threw. So I can't say your ideas are inovative by any means.
However if you are truly in a spot to implement such ideas and have them come to light, well then good luck, it would work, but are you and your investors willing to take such a high invesment risk for the possibilties of success?
