Um... your enemy won't have instant spells either so he will have to wait. In DAoC instant abilities couldn't instant kill people. I am not sure what you want out of this to be honest.

You say this as though that was a BAD thing. I for one, can only hope Warhammer Online gets infected with as few of the pestilent WoW community as possible.
Instant spells don't really matter. hey, daoc had instant spells too, and no one cried about it. It's all in how you implement it.
Wow for example, due to beign a pve game, has a disproportioanl damage to hp ratio in pvp. Combined with a large amount of high damage instant cast spells it creates a problem where in pvp you can die in under 5 seconds. It also takes out any "skills" one would need, as all you do is run around untill your insta nuke timer refreshes, click it and run around some more (mage's arcane explossion being just about the most idiotic skill in an mmo)
Now look at daoc, almost all hybrids had an insta dd, but it was there to augment their lower (compared to none hybrid melee) damage. Some of the casters also had insta cast stat debuffs, as well as a lot of insta cast cc spells. But aside from insta aoe cc against pick up groups, it didn't matter much.
In conclussion:
insta cast high damage spells = bad.
insta cast utility, cc (low duration) and low damage spells = good.
Not in beta, but from the looks of it war is going with the later rather than former. So all is good the sky isn't falling.
All in all it looks like a solid game that the devs actually give a damn about. Devs that actually play the game and seem enthusiastic about making it and providing the best possible Warhammer experience instead of trying to please everyone makes me want to play this game even more.
Uhm? Who said there were no instant cast spells? If you've had a chance to play at GenCon or PAX or Leipzig as a bright wizard one of the first spells you get is a instant cast DOT. At level 4 you get another instant cast spell that removes the DOT from the first spell to do more damage.

Can you name me a mage that one shot kills everything he sees in PvP? There were a few that could 1-2 shot just about anything. But mainly...and lets be honest...All instant abilities will do in this game is make you very over powered if you stand behind a line of tanks...or have you forgotten about CD?

but there aint much a caster can do once a melee closes the distance.
I guess its just point of view.
For me, the instants in wow are fine. Everyone has instants. Every class has abilities that can appear unfair in the right circumstances. On top of that there are trinkets that can be used to balance out weaknesses in certain classes.
There werent "many instants" in DAOC like there is in WoW but Im not worried. DAOC was great fun. WAR will be great fun to.
