I run an 8800 GT on a Pentium D with all settings maxed and get 75 pretty much all of the time. Not sure what the problem is with your computer, but it seems to have one. Good luck fixing your problems.
I'm not a WoW fanboi, but I've never had those types of performance issues. Network/ISP issues maybe, but rarely any type of performance related issues directly relating to WoW (unless, of course, you're talking about a highly populated area/zone).
I run the game on Mac's, PC's, etc.,.. No issues. GeForce cards, Quadro cards, Radeon, FireGL, etc.,..
I'm not saying that every system will have 'omg0tz' speed and render the most glorious graphics in all of the MMO landscape... but you shouldn't be dogging out on FPS.
One major issue w/ Vista is nVidia graphics card drivers. You may need to locate some 3rd party drivers that have been reworked. I would rarely recommend this, but Vista + nVidia haven't really = great computing experience, tbh.
I have run the game @ 2560x1600 res and kept some good frame rates (i'll have to scan some of my screen shots to see what those rates were). But a lot of the secret isn't really any type of secret at all, just make sure you adjust your settings accordingly.
I always turn off VSYNC. Check out flora generation, viewing distance, etc....

Turn off desktop search in Windows... it sucks.
Install WinXP SP3.
Check spyware detection software and anti-virus software settings. Make sure they aren't dogging your system out. How much spyware do you have on your box?
Start-> Run -> 'perfmon' and watch setting there. You won't see your GPU listed, but if another component other than your GPU is maxed, you may have another culprit.
How many add-on's do you have? In WinXP/Vista? In WoW? Turn them all off. See what type of performance you get. Enable them one by one. See where the choke comes in.

Before you do that, why don't you display the FPS using the built in display in WoW? Hit Ctrl-R I believe it is in game to display the FPS right on the screen rather than whatever it is you are using now. That will give you a much truer indication of what your FPS is. It could be that whatever you are using is causing the problem or not displaying the FPS accurately. Also, you should really try to avoid having anything except WoW running to get an accurate reading. Any other program could be causing an issue. By making sure nothing else is running, you can really try to limit the number of possible sources of the problem.
Although they do not always take a ton of memory, trust me, try this.

One by one, add some of your add-ons back and see which one is the offending one Lately for some reason, add-ons in WoW are really hitting the framerate hard. Dont know why.

No, it is not my computer. There is a 200page thread going on in WoW forums for people who has the 8800 series and gets crap FPS. I did not do anything to make WoW have less FPS. I tried full screen mode, and i got +3fps.
Yes it is some-what biased, I have tried with no addons and still no charm.
And to the poster complaining about the waterfall, would Wow's waterfall make you feel better?
I've got dual 8800gts 640mb in SLi, 100+ FPS steady at 1680x1050 max everything. No issues for this 8800 user.

Don't you think you are exaggerating a bit? SC was released in 1998 (or even before that?). I am sure that SC2 will run perfectly on a relatively modern machine, but you are going too far!
How can you compare WoW to an instance game like GW? You can't even jump in GW lawlz. Why did you take a picture of the barrens? That place is meant to look bland and dull, scrub. Should have taken a picture of some places like azshara or silverpine forest. BTW GW still looks like a piece of crap sprinkled with glitter. I run a 7600gs and get 60fps almost all the time in wow (even peaked 200+ sometimes).

Sorry, but no way that add-ons is causing this. Look at his machine specs and then look at the FPS he's getting. There's more than add-ons that could account for this.
I'm probably reiterating a harped on statement by this point but there's something extremely sketchy about this... it's nothing personal against the OP but I just don't see this as being plausible without some sort of technical issue being involved.
I run WoW very frequently on an iMac 24" Intel 2.4 Ghz with 4 gigs of RAM at a solid 60 FPS in almost every single busy spot and doing full Kara runs. Not saying there isn't a hitch here and there but that's to be expected from an all in one machine with a Radeon 2600 HD powering the GPU. And I slam on my iMac something fierce; it's never "just" WoW running on the poor thing.
Moreover, I've run WoW on my Macbook PRO, I've run it on FUSION and Parallels, boot camp... dear lord you name and it's run WoW and almost always with great success after a little tweaking here and there.
My windows/linux box is pretty extreme so I've never had anything but success running the game.

I don't doubt what you are saying is true, all we are saying is that it's not WoW alone that is causing the issue because millions of folks run the software all the time without the problem you are experiencing. Obviously the problem is related somehow to your specific machine. There are simply too many variables to know which one is causing the issue. It could be a specific hardware configuration or driver that you are using. It could be a specific program you are running that is causing problems with WoW but not other games. I could be a specific setting within WoW itself that is causing an issue. We simply don't know, we only know that it's not JUST WoW because if it were then EVERYONE would have the problem you are having and they don't.
I still want to know why you INSIST on using your tool to display the FPS and not WoW itself? Please do this:
1) Reboot.
2) Start WoW with NOTHING else running.
3) Disable all addons.
4) Get in the game.
5) Hit CTRL-R. (It will show the FPS on screen)
6) Press Print Screen. (This will capture a screen shot of the game and nothing else.)
7) Upload that screen shot.
If it still shows a low FPS then you have eliminated a number of possibilities.

with addons i still got 120-200fps...
check and see if you somehow undercloked your processoer or gpu

I had the same issue as OP, then I format my HDD, reinstall Windows with all the SPs, newest video card drivers and the game ran smooth again.

Wow, I cant beleive it, good FPS! My FPS have more then doubled in every possible location.
I reformated my PC to windows x64 addition, and downloaded wow again, here is simular screens
But I still do get bad FPS in cities. When standing in the same spot that i did in ogrimire, i got 19fps instead of 10.
