It also has something to do with requiring people to spend money on a product to have the chance to win a prize, which in essence is a lottery. Imagine if you will any company can sell a paperclip for $1.00, but you get the chance to win 1 million dollars.
I know I am missing the real meat of the reason this was put into law, but the general idea is that it is bad to require people to pay for something in order to have a chance to win something.
To the North American audience, it would seem that the chance to win loot cards bears more resemblance to scratch and win lottery tickets than product promotionals. It's not like other product promotionals in key aspects that have already been highlighted. We have these promotionals daily on television etc.. We all know what they look like and how they work, and the loot cards simply don't work that way.
Also, someone mentioned that the loot cards don't offer superior items yet. If I'm not mistaken, one of the vehicles available by loot card only is faster than all of the others. I believe it was the podracer. So, yes in order to get the fastest vehicle in the game, you have to play the lottery. Other items are available by loot card only and will therefore be desirable simply because they are rare and will appeal to collectors. To get the coveted collectible, you have to play the lottery. As mentioned you can buy more booster packs to slightly increase your chance of winning, or you can pay your monthly fee in the hope that the item you want will drop for you. Again though, the odds of this ever happening can be manipulated at any point by SOE to entice people to spend more on the booster packs.
This certainly has every appearance of a blatant cash grab, and also resembles unregulated scratch and win. Perhaps the best way to get some clarification would be to have someone from the gambling commision in Texas or California examine the rules applying to the loot cards. I'd like to see what they have to say about this. I'd write myself if I was an American citizen, but since I'm not, I'll just have to sit back and wait and see how this plays out. I know what my opinion is, and understand Obraik's. I'd like to hear the commission's opinion, since they're the experts on these things.
P.S. My friend is an exec at Coke. They do the no purchase necessary promotionals because it creates a positive association with their product, and to avoid gambling regulation issues. You can buy a coke, and win another. This creates a positive association with the product, or you can mail for a chance to win. If you win, you feel good, and associate this with coke. It's great advertising, and no one is getting drawn into any kind of intermittent, positively reinforced spending behaviour (i.e. nobody's getting fleeced). This is the big difference between Coke and SOE in this case. With SOE people ARE getting drawn into reinforced spending behaviour, and people are getting fleeced. With the product promotionals, fleecing is impossible, by design. With the loot card lottery, fleecing seems to be the goal.

Actually, in my case, that is total BS. I have defended the game when I felt it needed defending or when it has been unfairly attacked but this is indefensible.
Forget about the fact its a lottery. How dare SOE add this when the game has so much that needs fixed. Moreover, how dare they charge us for unique content and use a gambling mechanism to achieve it.

I agree with Sharky here. The lottery mechanic is problematic no matter who uses it. However, SWG players have been kicked in the groin over and over and over again. This is one more kick into a badly abused part of a gamer's anatomy. People will only tolerate so much, even the most ardent fan of the game. I spent the whole afternoon playing SWG with a friend and we had a great time but the Crappy Scam game (TM) leaves a VERY bad taste in my mouth. I may yet cancel my subs over it depending on the exclusive content of future "championship packs".
The V-wing already has me pretty pissed off. Too many more like that and its bye bye SWG.

Blizzards loot cards are really rare,and the card game they offer is no where to be found inside the game other than loot,that was recieved from a loot card:P. SWG throws it in the players faces by adding it to the game,they add some of the coolest loot to the loot cards ,and the loot cards are not near as rare as wow loot cards,Its a Big Difference. I quit SWG over the card game they added and went back to WoW and man am I glad I did,Lich King has been alot of fun:)

In that light, I'm inclined to say that cards in the long run change absolutely nothing. The game willl continue to limp on be it with the 'veterans' or the new people, and everyone will just have to deal with it.

A big difference here, is that this is official sanctioned by SOE. Both the selling of card packs for cash, going to SOE, and people who buy and then resell for credits, again, sanctioned by SOE.
What game that is not a F2P does this?
So you have credit selling by a company and a RMT lottery in one.
Both negatively affect game play, and both sanctioned here by SOE.

Either buy the cards and take a chance at getting something you want, or don't buy the cards and just buy the stuff from somebody with IGC. The game is arguably in a financial crisis because of a string of bad management decisions that have the playerbase feeling almost universally shafted. Shafting them one more time is unlikely to solve the problem.

Regarding, it's "just fluff." Other games have RMT items that are just fluff, and aren't made available by lottery. For example, you can buy certain costume pieces in CoH. This is just like having extra clothes for your...action figure . In SWG however, you can't just buy certain things. If you really want them, you have to gamble for them. Also, it's not just fluff. The items include the fastest mode of transportation in the game and buffs to combat attributes. It seems like you may be defending actions on the part of SOE that you're not very informed about--just an observation.
P.S. I believe the word Sharky was looking for is aspersions. To me, this was clear from the context of his statement. No need to give the guy grief. Internet forums are not known as bastions of grammar excellence. Frankly, I find that a bit refreshing.

Well, I didn't really give him grief over it. Many would have laughed and called him dumb or whatever, I did not. I just pointed out the definition and even used a cute little Princess Bride quote to lend some humor. But that's beside the point.
I don't think Smed, or SOE had any real choice in the matter. They had to do something, and this game has such a bad rep from CU and the NGE that no one really wants to pick it up and start playing it. So they suck a little more money out of those that do play by using the old carnival barker routine. Buy four balls and try to win a prize! What else at this point can they do? I don't think that their current subscriber base bring in enough income to cover the cost of maintaining the game, so rather than shutting the game down, which would upset everyone who plays, they are taking a chance that the TCG might make them enough to keep it in opperation. When it fails, as we have pretty much surmised that it will, I am guessing that will be it. SWG will shut down. So if you like the game, support the TCG, because it is the game's last lifeline.

Regarding, it's "just fluff." Other games have RMT items that are just fluff, and aren't made available by lottery. For example, you can buy certain costume pieces in CoH. This is just like having extra clothes for your...action figure . In SWG however, you can't just buy things. If you really want something, you have to gamble for it. Also, it's not just fluff. The items include the fastest mode of transportation in the game and buffs to combat attributes. It seems like you may be defending actions on the part of SOE that you're not very informed about--just an observation.

I don't think Smed, or SOE had any real choice in the matter. They had to do something, and this game has such a bad rep from CU and the NGE that no one really wants to pick it up and start playing it. So they suck a little more money out of those that do play by using the old carnival barker routine. Buy four balls and try to win a prize! What else at this point can they do? I don't think that their current subscriber base bring in enough income to cover the cost of maintaining the game, so rather than shutting the game down, which would upset everyone who plays, they are taking a chance that the TCG might make them enough to keep it in opperation. When it fails, as we have pretty much surmised that it will, I am guessing that will be it. SWG will shut down. So if you like the game, support the TCG, because it is the game's last lifeline.

They are just trying to save the wretched thing, something for which you should be happy. For the long-term health of SWG this TCG is very , very bad.
Business is strategy. SWG started out as a game geared for pretty intellectual, high-end , long-term player. SOE keeps moving towards stupider and stupider playstyles. Instant graification, shortcuts and smipler game systems.
So if SOE plans to let the game die, then yes this a good strategy to maximize profit on the way out.

Smed et al. also said that the NGE was well received, as the account management server allegedly crashed from being overwhelmed by cancellations, and the mods couldn't find the delete button on complaint threads fast enough.
Also, another common theme is that the (CU, NGE, TCG...insert bad idea here) is needed to "save the game."

Shit man, this stuff is crazy, I think the only company left who is doing mmorpg with long term vision is ccp ...
After 2 breaks, a dozen other games, I came full circle and realized CCP and EvE Online is the only long term mmorpg out there, everything else is about short term gain, and to me that is the exact opposite to what an mmorpg should be.
I'll have to live with the slow paced combat system and the time based skilltraining I guess, cause nothing else out there is worth my cash, let alone my time and emotional investment.

No its not, its about the TCG. If you'd like to make predictions about SWG's demise, there are have been threads pertaining to that in the Veteran's refuge since 2005.
Some people dont realise that there are games with lower populations that are still around. There is no reason to believe that SWG wont be around for a least another 3 or 4 years.
Some people think SW:TOR will kill SWG, I dont believe that either. It will certainly entice a good part of the SWG player base to try it but since they are so different in terms of type of game, I really dont see it "killing" SWG.
The NGE didnt kill SWG outright (although it was a damn good try), so I dont think anything else will.

It also has something to do with requiring people to spend money on a product to have the chance to win a prize, which in essence is a lottery. Imagine if you will any company can sell a paperclip for $1.00, but you get the chance to win 1 million dollars.
I know I am missing the real meat of the reason this was put into law, but the general idea is that it is bad to require people to pay for something in order to have a chance to win something.
To the North American audience, it would seem that the chance to win loot cards bears more resemblance to scratch and win lottery tickets than product promotionals. It's not like other product promotionals in key aspects that have already been highlighted. We have these promotionals daily on television etc.. We all know what they look like and how they work, and the loot cards simply don't work that way.
Also, someone mentioned that the loot cards don't offer superior items yet. If I'm not mistaken, one of the vehicles available by loot card only is faster than all of the others. I believe it was the podracer. So, yes in order to get the fastest vehicle in the game, you have to play the lottery. Other items are available by loot card only and will therefore be desirable simply because they are rare and will appeal to collectors. To get the coveted collectible, you have to play the lottery. As mentioned you can buy more booster packs to slightly increase your chance of winning, or you can pay your monthly fee in the hope that the item you want will drop for you. Again though, the odds of this ever happening can be manipulated at any point by SOE to entice people to spend more on the booster packs.
This certainly has every appearance of a blatant cash grab, and also resembles unregulated scratch and win. Perhaps the best way to get some clarification would be to have someone from the gambling commision in Texas or California examine the rules applying to the loot cards. I'd like to see what they have to say about this. I'd write myself if I was an American citizen, but since I'm not, I'll just have to sit back and wait and see how this plays out. I know what my opinion is, and understand Obraik's. I'd like to hear the commission's opinion, since they're the experts on these things.
P.S. My friend is an exec at Coke. They do the no purchase necessary promotionals because it creates a positive association with their product, and to avoid gambling regulation issues. You can buy a coke, and win another. This creates a positive association with the product, or you can mail for a chance to win. If you win, you feel good, and associate this with coke. It's great advertising, and no one is getting drawn into any kind of intermittent, positively reinforced spending behaviour (i.e. nobody's getting fleeced). This is the big difference between Coke and SOE in this case. With SOE people ARE getting drawn into reinforced spending behaviour, and people are getting fleeced. With the product promotionals, fleecing is impossible, by design. With the loot card lottery, fleecing seems to be the goal.

I spent the whole afternoon playing SWG with a friend and we had a great time but the Crappy Scam game (TM) leaves a VERY bad taste in my mouth. I may yet cancel my subs over it depending on the exclusive content of future "championship packs".

Blizzards loot cards are really rare,and the card game they offer is no where to be found inside the game other than loot,that was recieved from a loot card:P. SWG throws it in the players faces by adding it to the game,they add some of the coolest loot to the loot cards ,and the loot cards are not near as rare as wow loot cards,Its a Big Difference. I quit SWG over the card game they added and went back to WoW and man am I glad I did,Lich King has been alot of fun:)
I would like to note that for anything, including games, it is typically 'whoever spends more is better'.
It's not for a flaw in the system or game itself, but because there is and always will be people willing to pay for just about anything so they can just sit back and 'reap the rewards'. Even if it's some thing as simple as getting some money in a game, leveling up, or finding a swanky item.
Gotta say, you would have to be one delusional kook to think this has not been going on in the game for some time all ready. Or would it be more the situation that by SOE creating a legal method along similar veins as all the companies that do it through illegal means too much of an undeniable actualization to the situation for one to cope with in their bubble?
In that light, I'm inclined to say that cards in the long run change absolutely nothing. The game willl continue to limp on be it with the 'veterans' or the new people, and everyone will just have to deal with it.

Wrong, in SWGs case anyway. You cant buy things like the "Cloak of Hate" etc. They can ONLY be achieved through the quests and collections.

A big difference here, is that this is official sanctioned by SOE. Both the selling of card packs for cash, going to SOE, and people who buy and then resell for credits, again, sanctioned by SOE.

But otherwise, hey whatever. The game is in a financial crisis and the devs are doing something to help boost revenue generated by the few who care to play it. They are just trying to save the wretched thing, something for which you should be happy. Better to have what few actually waste the extra money on the stupid cards have something special than to have no one playing at all. Yep, it's shady and it cannibalizes the player base, but it's just business. Either buy the cards and take a chance at getting something you want, or don't buy the cards and just buy the stuff from somebody with IGC. Well, I didn't really give him grief over it. Many would have laughed and called him dumb or whatever, I did not. I just pointed out the definition and even used a cute little Princess Bride quote to lend some humor. But that's beside the point.
I don't think Smed, or SOE had any real choice in the matter. They had to do something, and this game has such a bad rep from CU and the NGE that no one really wants to pick it up and start playing it. So they suck a little more money out of those that do play by using the old carnival barker routine. Buy four balls and try to win a prize! What else at this point can they do? I don't think that their current subscriber base bring in enough income to cover the cost of maintaining the game, so rather than shutting the game down, which would upset everyone who plays, they are taking a chance that the TCG might make them enough to keep it in opperation. When it fails, as we have pretty much surmised that it will, I am guessing that will be it. SWG will shut down. So if you like the game, support the TCG, because it is the game's last lifeline.

The game is arguably in a financial crisis because of a string of bad management decisions that have the playerbase feeling almost universally shafted. Shafting them one more time is unlikely to solve the problem.

Regarding, it's "just fluff." Other games have RMT items that are just fluff, and aren't made available by lottery. For example, you can buy certain costume pieces in CoH. This is just like having extra clothes for your...action figure . In SWG however, you can't just buy things. If you really want something, you have to gamble for it. Also, it's not just fluff. The items include the fastest mode of transportation in the game and buffs to combat attributes. It seems like you may be defending actions on the part of SOE that you're not very informed about--just an observation.

Things are different now than they have been before. The game has suffered a lot since 2005 and admittedly has kept going despite many people figuring it would get closed, but now the franchise has been sold and a new Star Wars MMO is on the horizon. They will have zero chance of gaining new players once there is another Star Wars game out there. They are desperate at this point.

there are alot of reasons this TCG is not nessecarily good business.
If they are playing slash-n-burn, getting what extra change they can before this ship cracks at the keel and goes under, then fine, its "good business".
For the long-term health of SWG this TCG is very , very bad.
Business is strategy. SWG started out as a game geared for pretty intellectual, high-end , long-term player. SOE keeps moving towards stupider and stupider playstyles. Instant graification, shortcuts and smipler game systems.
So if SOE plans to let the game die, then yes this a good strategy to maximize profit on the way out.

It's not so much about the items. It's more about the way these items are being put into the game and not accessable to everyone(other than getting very lucky once a month, or gambling by buying these retarded booster packs). We all pay the same monthly fees. Some more than others by multiple accounts. Yet SOE feels the need to introduce brand new items in a way very few people can get them without having to spend a ridiculous amount of REAL LIFE money.
The fact that new items for this game come from a game that is only loosely based on SWG is, at least to me, insulting. SWG items should come from SWG content. TCG cards should stay in the TCG and only in the TCG.

Plenty more where that came from, until it gets deleted. Most of the threads I have cut/pasted from do not last long. Most are not even locked anymore. The Mods there are violating their own rules over this stuff, because "loot cards", as ingame items, are legitimate topics for "gameplay discussion."

Smed et al. also said that the NGE was well received, as the account management server allegedly crashed from being overwhelmed by cancellations, and the mods couldn't find the delete button on complaint threads fast enough.
Also, another common theme is that the (CU, NGE, TCG...insert bad idea here) is needed to "save the game."
How come everytime players get the shaft in this particular MMO, someone comes along and says it was necessary to save the game? All of the efforts to "save" SWG remind me of a guy trying to fix a cracked window with a hammer.

Shit man, this stuff is crazy, I think the only company left who is doing mmorpg with long term vision is ccp ...
After 2 breaks, a dozen other games, I came full circle and realized CCP and EvE Online is the only long term mmorpg out there, everything else is about short term gain, and to me that is the exact opposite to what an mmorpg should be.
I'll have to live with the slow paced combat system and the time based skilltraining I guess, cause nothing else out there is worth my cash, let alone my time and emotional investment.

No its not, its about the TCG. If you'd like to make predictions about SWG's demise, there are have been threads pertaining to that in the Veteran's refuge since 2005.
Some people dont realise that there are games with lower populations that are still around. There is no reason to believe that SWG wont be around for a least another 3 or 4 years.
Some people think SW:TOR will kill SWG, I dont believe that either. It will certainly entice a good part of the SWG player base to try it but since they are so different in terms of type of game, I really dont see it "killing" SWG.
The NGE didnt kill SWG outright (although it was a damn good try), so I dont think anything else will.
