Fixed it for ya! ^^ Even though i hate WoW and think its the biggest pile of shit ever made i let it stick on 1st due to the huge popularity. LOTRO removed though.
The best MMORPG is anything that you like... It's all a matter of personal choice, some like space games, some like more realistic ones, some like cartoon or anim. Who really cares what everyone else is playing, find one you like and fits your gaming style.
FFXI, Fallen Earth, EVE, Vanguard, Darkfall, LotRO, in no particular order. Each representing very different type of games but still having potential to appeal to everyone. Not necessarily my personal favorites though.

I got started to play "4story" since last year. I have tried to give a shot to another MMORPGs.. but all the same.. Maybe It could be the problem that My PC isnt that good enough for new mmo game like.. C9. with Low spec PC what do you guys think is the best MMORPG? still.. 4story is cool with me.
If you have a low spec you should try Guildwars if you havn't already. It looks great even on a old computer.
It's all really subjective. For me? None of them, I'm a bit tired of the genre at the moment. I have some high hopes on games coming up but they look to be a year away at least.
For a low requirement game, I'd go with Final Fantasy 11, Dark Age of Camelot, or World of Warcraft.
If you like PvE content, and not a casual gamer, go with Final Fantasy 11. It will pretty much run on any computer that is still running, I've played it on a 10 year old computer at my dad's with no problem. It isn't for the casual gamer, however, not as bad as what it used to be. Takes alot of time, and leveling is fairly slow. Also 95% of content is meant to be done in a party. Other than a few of the jobs, you'll need a party to get anywhere.
If you like PvE content, and don't play many hours back to back, go with World of Warcraft. It's so popular for a reason. It's simple, easy to understand, and you could train monkies to play it. That's not a bad thing (at least for me).
If you like PvP, you'll love Dark Age of Camelot. I haven't played in over 4 months, but even with the smaller playerbase, there are still plenty of medium sized wars to go kill hibbies in. Like Final Fantasy 11, it'll run on anything that is still running. Leveling is no where as bad as it once was. You can get to level 50 (max) in about a month or 2. You don't have to be online for hours to enjoy either.
These are all subscription games, but if you're looking for F2P. I'd go with Atlantica Online or Perfect World. They require a graphics card with shader 2.0 support, but any graphics card made in the last 6 or 7 years should have that.

1) DDO. This is only the 3rd MMO that has been able to keep my attention for longer than 3 months. The other 2 - DAOC and EQ. Of course, atm, those games are not fun.
If you like PvE, the best is LotRO, imo, but to see the real beauty of the game you need a pretty nice computer. Ryzom is actually really good too and may be what you are looking for. Since it is an older type game, it would play well on many systems.
But it really comes down to your likes and dislikes...many of the game listed have totally free trials. Just try'em out yourself.

I am currently playing AoC and Fallen Earth. Got to say Fallen Earth is definitely my favorite right now.

Do you like open PvE? Asheron's Call, Vanguard, WoW
Do you want instanced PvE raids that last for hours? WoW, EQ1
Do you want instanced PvP? WoW, DAoC, WaR
Do you want open world faction PvP? DAoC, WaR
Do you want open world FFA PvP? Darkfall, EvE
Do you want FFA PvP with Sieges and city building? Darkfall, EvE (in a sense)
