- when you buy a "lucky box" that contents like 40+ different items in it, you can be more than sure that the percentage to get what you want is beyond low and you will likely won't get what you want THAT easy.
Unless you were very lucky like some people were and you get what you wanted with the first drop.

- you want something for certain? spent your gems on a costume like the witch costume and have immediately what you wanted
I personally don't mind such things as long as they are based on things that one doesn't really needs.
In other games like Atlantica Online, people are buying power through lucky chests and they also sometimes spend up to 400$ to even get ONE drop because the mounts or wings/backpacks are always one out of 20+ different items with a droprate of like 0,01%, while scrolls and stones are dropping like flies.
Did I mention that these things also come with Stats?
The newer the mount / wings, the higher the stats too and without these stat,s PvE content needs you to buy power licenses to be able to beat certain parts (except if you like to be stuck) and in PvP you will get killed by someone that has these items like 99% of the time.
So I think that the complainers should put some thought on how things are in other games before they complain here.
I'm having a difficult time imagining anyone who allowed a 12 year old to play a mmo alone would have any concerns in the least about gambling/lottery style system
Not to mention the 12 years old would also need to have access to a working credit card in order to be able to buy gems.
Parents who leave a 12 years old alone on the net with a working credit cards are idiots anyway, who deserve what will happen.

My personal view, that aside, is that I do not feel entitled to anything in a game, but I do feel the cash shop in this game has crossed a line with these RNG based items. I DO feel that is feeding on addiction and other unhealthy behaviors, and I DO feel that the model itself is overly manipulative and lacks transparency (which is a bad thing for the consumer in general).
I do also think that accepting it and even arguing to defend RNG based items further greases an extremely slippery slope that isn't good for anyone, except the shareholders.
It is a shame also, I think, that ANet seem on trading so much goodwill from a lot of it's customers (because a lot of folks HAVE been soured by this) for short term profit.
I say all this having a lot of love for the game itself. The direction they are blatantly heading with this is definitely one of the reasons that this will never be my 'A' game though.

You don't need a credit card, just get a debit card you can get one of these at the age of eleven in the UK and the parents could just put pocket money into the account.

Ah man, I find these "moral highground" arguments against the Black Lion chests so insanely ridiculous that I just have to respond. Here is why I feel that way...
First, the chests have NOTHING in them that is remotely needed to compete at the highest level of WvW or PvE play...NOTHING. Everything in them is completely optional, and the only sought after items are pure fluff. There should be ZERO pressure for people to keep buying chests. If they contained powerful exclusive items, I could see complaining, but they DO NOT.
Second, this is probably the biggest issue for me, but it sickens me how so many people like to blame "society" or the "environment" for the failings of INDIVIDUALS. Do you honestly think that Arena Net is at fault for some guy with an addiction problem wasting his life savings on keys? Do you honestly believe that, that person would not find something else to blow his money on if those keys didn't exist?
Point is that if someone has an addiction problem, that is THEIR problem, and THEY are responsible for it. It is not the responsibiltiy of every company in the world to think about how some idiot "might" screw up their life by buying their product and make their products "safe" from said idiocy. Fact is that the world isn't going to protect people from themselves...everyone has to learn to live with that fact.
Third, as many have said before, you can buy the rare items from the chest on the trading post! So even if you really, really want them, you DO NOT have to gamble for them.
Fourth, contrary to the popular belief here, some people actually enjoy opening a "box of mystery" and not knowing what they are going to get. Heck, games like Diablo are completely predicated on this. I know I myself have actually blown a good deal of gold on minor runes to toss them in the mystic forge and hope I got something good.
So in conclusion...you guys need to get off your high horse. There is really no reason for any righteous indignation over these freaking chest keys.
If they contained powerful exclusive items, I could see complaining, but they DO NOT.
If that ever happens (like in LOTRO where you NEED the shop to max out your character's equipment), you will see me complain too. But for now, there's nothing mandatory in the shop, absolutely nothing.

Chests are usually not the issue, the keys is where the major expense lies. There is certainly no pressure on people like myself who doesn't give a damn about how their character looks inside the game, but it does encourage a subset within the subset that is made up of all people who want at least one of those particular vanity items, to spend real life money on gambling.
It certainly doesn't affect the whole population, but is acceptable that it affects a part of the population?
A thought experiment of interest: assume 99% of the population are happy with the practice of selling power for real money, would it still be wrong of that company to employ that practice?
Second, this is probably the biggest issue for me, but it sickens me how so many people like to blame "society" or the "environment" for the failings of INDIVIDUALS. I am of the opinion that is a shared responsability. You can for instance change criminal rate by making it easier for those in the risk-zone of becoming criminals to have an alternative and better non-criminal life. High criminality rates is both a failure of the society and the individuals committing the crimes.
Point is that if someone has an addiction problem, that is THEIR problem, and THEY are responsible for
See the above comment.

it.
That is fine, in my opinion, as long as the company either doesn't encourage any significant subset of the population to use real money for the attempts or if the company is transparent and clear with the rates in numbers.
It is not the responsibiltiy of every company in the world to think about how some idiot "might" screw up their life by buying their product and make their products "safe" from said idiocy. Fact is that the world isn't going to protect people from themselves...everyone has to learn to live with that fact.
Very much depends on the society and their rules, since those are the ones that describe the general moral and legal obligations. I wouldn't be surprised if law either now or in the future forces certain gambling companies to keep an eye open for people in the "risk zone" and to report them to certain rehabilitation centers.
I disagree with your 2nd statment, societies can very much make "better" options far more attractive and doable for their members and consequently "protect people" from doing bad choices.
Third, as many have said before, you can buy the rare items from the chest on the trading post! So even if you really, really want them, you DO NOT have to gamble for them.and hope I got something good.
The uniformed may assume that the Trading Post is selling the items far too overpriced and assume (based on their good experience with Arenanet) that Arenanet's rates would on average make it far cheaper to just obtain it through the mystery boxes themselves.
So in conclusion...you guys need to get off your high horse. There is really no reason for any righteous indignation over these freaking chest keys.

Really, you are still on this crusade? Look heres the bottom line, I heard stuff was going to be in the Black Lion chests so I started farming keys. Here is how it's done...
Grab your magic find gear and food. Do your dailies and map completion stuff. Both of these have a chance to net you keys. While wearing you magic find gear you are killing mobs while doing map completion and dailies and guess what they have a chance to give you keys. Whats even better is you have a decent chance to get a key from the black lion chests.
I have a ton of keys and none are bought with real cash...
The "uninformed" make posts like you have repeatedly.
Well that's pretty funny, a "not entitled post" which is in defence of a cash shop, something partly brought into being to monetize the whole "I WANT IT NOW!!!!!" crowd.
Btw some have a concern with the fact the game has like a 12 rating and is offering gambling/lottery style systems involving real money.
I'm having a difficult time imagining anyone who allowed a 12 year old to play a mmo alone would have any concerns in the least about gambling/lottery style system
12 year olds have access to real life gambling all the time, to name a few baseball cards, trading cards, those little toy gumball machine thing that gives them one of 5 toys in the maching for $2 each time and 1 always rarer than the rest. Thats to name a few there lots and lots of them out there.

Another bottom line: Arenanet could have easily written down the probabilties in clear manner so that even the most casual player would quickly know before deciding to purchase keys, but Arenanet chose not to. It is shady business tactics which I do not approve off, much like I don't approve of using sex to sell products to people in the puberty phase.
If no significant amount of people would ever choose to buy keys with real money, then there wouldn't be a problem either.

Yep, definitely shady business practice to give you numerous ways of obtaining keys in game and telling you all the ways to obtain keys in game to force you to buy them with real cash. The horror, the shame....

Doing a positive thing does not automatically always remove the impact of the negative thing. Arenanet has done many things right, but also several wrong things and not clearly writing out the probabilties for the skins, is one of those bad things.

Burn them! BURRRRN THEM!
I dunno, I think that calling the skins a "rare" drop would be enough to express that they are...you know, rare. Do you really need to see 1.5836% chance of appearing in each chest?
You could also probably just surmise from the price on the TP how rare they are.
Really, I can't believe you are still on about this. It is such a silly thing to blow out of proportion.
Also, I think printing exact numerical probabilities can sometimes take the excitement out of the whole box of goodies things. If, for example, I knew that each chest had a 1.5% chance of dropping something, then I could calculate how many chests I need to open to give myself a 50% chance of getting the item...it turns it into a math problem instead of a game.
Saying that something is "rare" should really be enough.

It would be far better business ethics to type out the approximately 1.6% chance yes (assuming that it is accurate). It is a very small change to do in practice for them so why just not do it?
As for the TP: various psychological factors are involved there which makes it harder to calculate the rates based on no other information than how much an attempt costs and the price in the TP for the skins.

Heres a probabillity for you... 100% chance to get them off of the trading post...
[mod edit]
Are you team Azeroth, team Tyria, or team Jacob?
It would be far better business ethics to type out the approximately 1.6% chance yes (assuming that it is accurate). It is a very small change to do in practice for them so why just not do it?
As for the TP: various psychological factors are involved there which makes it harder to calculate the rates based on no other information than how much an attempt costs and the price in the TP for the skins.
