LOL, Dont you get it? Sure, they want money. At least the xpac isn't required, stop whining. Blizzard isnt ripping anyone off, they arent scamming you, they are squeezing you for money. You'll still be able to talk to your friends in the expansion, play the game youv've had for months but if you want a few extra areas and a new race than buy the xpac. Its that simple. No one is ripping you off, you still can play WOW. Ripping you off would be making the expansion required.

It's still a choice. If you want to compete against those that reach 70, then you'll need to buy the Expansion if Blizzard implements the raise in cap level in the Expansion. Same thing will go for gear and items that will be exclusive to the new areas.
You'll still be able to compete at your level if you want.

Not saying I like the idea of having to pay for expansions. Personally I hated it when EverQuest did it way back when but at least they were only charging $9.95 a month at the time. Unfortunately that set the standard. Both UO and EQ charged for expansions. DAOC followed suit. I can think of 2 or 3 MMORPG's that do not charge for expansions but most companies do. Even AC charged for their expansions.

Yes, but only for MAJOR changes to the game. In this case the expansion would qualify since they're evidently adding another playable race (that's a pretty major change to the code base and requires a lot of development in and of itself) as well as numerous other things.
If it were an expansion like the recent travesty known as Trials of Obi Wan in SWG? No, I do not think any company is justified in charging for an expansion of THAT nature. 50 quests, a relatively small adventure area and a few new toys? No, not a charged for expansion. Hell that's less than an EQ2 digital update (which are 6-7 dollars each).
But in this case the expansion does justify a box and a cost. I would love to see it be FREE but that would be "nice" but I won't cry about having to pay for it if I want it.

Do the expansions offered from these companies compare to others? How well is the performance of the game after said Expansion. If not, how quick was the company to re-state play time and take care of said problem.
It's Q-U-A-L-I-T-Y. Paying for a service provided. Do you feel the 50 dollars for the game, 15 dollars per month are being used incorrectly. Then quit. If used in the correct manner, continue paying for the service provided.

When SOE/Verant released RoK for Everquest (and later xpacs), you capped out at 50 and could not go higher, UNLESS you bought the first expansion. I would expect it to be the same with WoW. It is part of the hook to buy it.
If the level capped does not require the expansion then levelling up should be NO problem. At level 59 I could get XP from mobs as low as 45. 60-70 you just need to kill anything level 46 upwards. EP for example has LOTS of level 57-59 mobs to grind on. And that's without ALL the quests that become useless at 60, because they ONLY give XP. You could do ALL of them for 7-10k XP each time.

GMs for in game 6. people to take care of the servers 7. buying servers 8. bandwidth costs 9. online marketing 10. registering domain names for the main sites 11. paying people to make the websites 12. webmasters to run the sites 13. if the site has forums, people to run the forums 14. rent (or if they actually do own the building, property taxes) for the office complex the servers are at 15. utility bills for the buildings 16. marketing consultants 17. people to design advertisements 18. cost for ad space in various magazines 19. buying cds/dvds to have the game on 20. cost to have a print company make instruction booklet, any little flyers, etc that come with the game 21. buying cardboard for the game boxes 22. have the cardboard cut for the boxes (though I'm sure there is some company out there that sells premade boxes already set up) 23. people to design the box art 24. cost of printing on the game boxes 25. buying the little sticky tabs to seal the boxes 26. contracts for various stores to carry the game 27. shipping the games out to the stores
I'm sure there is more but I don't have time right now and for an expansion there is little difference.
Well, Everquest is a pure PvE game. So rising the level just for the expansion-payer do not causate any imbalance there.
DAoC NEVER rised the level cap. it is 50 now as it was at release. they introduced alternative ways to advance. There are many of those, some, like the pvp realm points, are open to even basic game owner i believe, while others, like the master levels, come only with one expansion or the other (Atlantis in this case).
Anyhow, back to WoW.
It is just my believe, of course, i can't say one way or the other for sure.
As for the possibility to advance over level 60 with normal box content, well.... it is possible, to an extent i believe. I'm not sure you can get 10 full levels (arguably each a bit harder than the previous) with the actual stuff without passing hours to grind green things, a thing that blizzard would like to avoid... So... we will have to wait and see
