I find it ironic that the OP is talking about spending money in video games, but then wants to join a union. Unions are not free to join, there is always a cost associated with unions (fees, dues, service, etc ...).
I know someone earlier mentioned Steve Jackson, so something set in the world of Munchkin would rock.
Other options would be something based on Gurps or Seventh Sea

You may never see a themepark MMO that has solo, group and raid content where the best gear comes from all of the content types. Even in Sandbox MMOS there is a good chance that the best gear will be rare and one of the easiest ways to make it that …
You could argue that all MMOs are Virtual World Simulations, it's just the degree of realism, that is different in each one. A virtual world is really just a place you can virtually exist in, the rulesets, mechanics, focus, activities all help deter…
Sigil/Brad were 99.9999% the reason the game went live the way it did. It was like like watching the movie Titanic ... you just knew it was going to hit an iceberg. As a previous poster noted SoE did what it could to get the game live .... even acq…

Before you could even start working on the MMO you would have to use the IP. That alone could run you a good chunk of change, then you might be required to have all your content vetted through a Dragon Lance "expert" or team of "experts" (all on you…
Hypothetically given the criteria outlined in the OP.
Here is the way I would like to see a cash shop set up in a MMO. I write this not as a gamer, but from the standpoint of the developer. I would not add any lockbox or other items of chance …

I would just like to see a separation of tasks, chores, and quests and the acquisition of these things to appear and occur naturally (remove the overhead displays or points on a minimap). Chores and tasks could be picked up by overhearing npcs talk…
You could build something that combines the concepts that GrumpyMel proposed with the generated tasks/stories concept of Mendel. If you can make the NPCs self aware of their surroundings (not omniscient but aware of a pre-determined area of land ar…
Getting back in the direction of the OP's topic, the gamers that play extended period of time have a bigger impact on a game than the gamer that spends cash (cash shop or gold sellers). This is a truth that exists in all games (old and new). This is…
A purely fictional summary of a conversation between a developer, full time gamer, and casual gamer on the topic of tiem vs. money:
Casual Gamer: Can you put in some things in the cash shop that allow me to progress further with less time investmen…
I remember one day, when I was working at a big game company on an unnamed MMO, we had invited some guilds into the office to talk about things. This exact topic of time and money came up. Now we had a raiding guild or two, plus a couple RP and ca…
