PVP is concesual as long the zone you are in is not in war state and not a opposing faction zone.

The market price of a "generic" themepark(exept WoW) is not 15USD/mo that's because Rift,AoC,TOR,Lotro etc went F2P and GW2 it's b2p ESO need to be more than a generic themepark to worth box+sub and a fluff cash shop.
