I haven't seen any kind of concept art or in-game art showing any. I've played some MMO's that completely just don't put dark skinned, or black skinned characters in the game.

The Empire is loosely based on Germany....
i was always overwhelmed by the huge amount of dark skinned germans in WW2 films... oh wait .. hang on...
Not trying to make a big deal. I was just asking if anyone has seen any kind of concept art or in game art of any dark skinned characters. What do you mean a safe way to answer? It has to be a yes or no. Even if the Empires are based off of Germans I didn't think it would be to much to ask.

No there won't be. High/Dark Elves have naturally very pale Skin.
Chaos consists of Northmen, basically Scandinavians, Vikings, they aren't black either.
Dwarfs are white, Greenskins are green, that's simply lore.
So the ONLY Race which COULD have black people is the Empire, but as stated, the current extract of the Empire is a germanistic society, no blacks there, either.
There ARE black People in the Lore, as well as Asians and so on, but those Lands, nor those Races will be in-game in the beginning.
I could write a research paper on this, but then it would be all TLDR and nobody wants that.
Broken down quickly:
The WH world, called the OLD WORLD is Europe basically. Empire = roughly HRE
Dwarves are a bit Norse in flavour.
Elves are a Celtic/Brit Isles thing really.
Chaos Wastes are roughly = to Nordic/Northern lands.
While the WH world contains all races and ethnicities we know today, the focus has always been European and WAR is starting with the core groups who are all very light skinned. No bigotry intended, just the setting of the game.
This situation calls for a judicious application of elemental psychology and extreme violence
Even if the Empires are based off of Germans I didn't think it would be to much to ask.
Well the thing is:
The Empire only consists of Whites. That's 25year old Lore. Even if Mythic wanted to implement black People into the Empire, Games Workshop wouldn't allow it. It has nothing to do with racism or anything, it just doesn't fit in the Warhammer World.
Ok so the lore calls that right now there will more than likely be no way to make a black a character, but maybe in future expansions or something. The main reason I asked this question is because WoW gave the choice to make black characters like humans and dwarfs(unless they were just dirty dwarfs). I'm not to much into the Warhammer lore to know that much about it. This game would be the first game that I have ever played that even has the name Warhammer in the title.

Ok, well I can understand that then. This game is heavily based the Warhammer world and unless they gave them approval to do such a thing, the answer is pretty much no.

Which may appear in various expansions, but Araby (think our crusades) is largely mentioned in lore (especially from the knights of the burning sun/panther from the empire, and the knights of brittonia).
cathage is more japanese/chinese; they were the ones who taught Clan Eshin of the Skaven everything they know.
Chaos Dwarfs are kinda dark skinned but not as popular as when they first appeared with the Black Orcs and Hobgoblins as a warhammer army.
Aren't the Dark Elves..uh..dark skinned? like in the cinematic?.. O_o.
Yeah, I was hoping the dark elves would just be black elves. I planned on a picking a dark elf, but only if they had some kind of rogue/thief/assassin class. Or some kind of melee/caster hybrid class or something.
I don't believe that ethnic variability in human and human like avatars would be a deviancy from the lore that GW would object to. As for Dark Elves, they are only "Dark" in deeds and outlook, they are even more light skinned than the High Elves
Yeah, I mean even if it is lore that there have been no kind of black humans or dwarfs. I didn't think something like adding the option to make black characters would be that much of a dramatic change from the lore.

Unfortunately there won't be any assassins in Warhammer, 1) It doesnt fit into the IP and 2) they're usually pretty overpowered or underpowered, rarely ever balanced.

So since I'm not that much into the lore of Warhammer, what where the dark elves? Like class-wise?
That's a Warhammer Dark Elf. The only thing Dark on Dark Elves is their Hair, High Elves have Blond, almost White Hair, Dark Elves have Black hair.
That's because they are genetically EXACTLY the same.
Here a Dark Elven Miniature, btw.
So it's lore that Dark Elves don't really look different than High Elves. But of course their Armor is very dark and twisted and evil, and they themselves have the sickest, most perverted minds ever.

2 different kinds of dark elves who are on the brink of civil war..... one section worships a chaos god slaneesh, and the other worship the high elf god Khaine (same as 40k) but in a different way.
they're just plain evil who were corrupted in the classic unoriginal way; the lore is interesting especially with the two doomed twins from the high elves. One of whom, Teclis, is responsible for bringing magic to the Empire after a war of chaos when Magnus the Pious had to win without any wizards since any form was outlawed.
errrr... *cough* ... feel free to read, no doubt it's on a wiki or fan site somewhere.

Well Dark Elves consist of Cold One Knights, Heavily Armored elite Troops which ride on Dinosaur-like bipedal Reptiles, Corsairs, which are basically Pirates, Beastmasters, which, well, control vile beasts like Hydras and the like, along with some normal rank and file troops.
Assassins and Witch Elves (Witch Elves are female only bloodthirsty and highly efficient killers which take drugs to enhance their Battle-power and fight (almost-) naked) emerge from a sick ritual:
Babies are drowned in a Pool of Blood on a regular basis, and when a Baby survives because of whatever reasons, those Babies are perceived as "gifted", and they get the honour of being trained into Assassins (male) and Witch Elves (female).
Or that's how I understand it, I'm really no lore buff, and only picked up some lore on WAR-Fan Forums.

Cool I would play some of the older Warhammer games, but my computer can't handle it. I'll have me a new by the time WAR comes out. I've got like forever to get one so its kewl. I might go read around and check out the lore though. Seems interesting.

Actually it is the Dark Elves that worship both khaine (god of murder) and Slaanesh, worshipers of Slaanesh are usually executed by the temple however as it is banned in Dark Elf society. Khaine is very similar to Khorne ( i suspect they are the same) as they both demand blood and have a throne of skulls.
High Elves worship Khaine (war god) too and the only thing keeping the two sides of Dark Elves from old grudges is Malekith who keeps them all in line. He worships both and has a .. umm incestuous relationship with his own mother (6th edition army book).
as for Khaela Mensha Khaine (dark elf wise - god of murder) he's nothing like Khorne, as most Dark Elves (in lore) would say that they see Khorne as a crude brute in comparison to the refinement and subtlety that defines their god of murder.

Is there any safe way to address this topic?
Be honest now.

Seeing as there are no "dark skinned" people in Warhammer, I'd say no.
