The 7(?) series of server transfers, the locking down of servers.
Server transfers in this game are nothing more than a way to manage server populations and are not primarily driven by the overall number of subscribers to the game. The transfer mechanisms were already in place before the game was even launched because they are the primary way server populations are balanced. In most games server transfers are a sign of decline however in this game they are just a way of managing populations (both over and under). Even if this game had 100 million subscribers it would still have server transfers available off over/under populated servers to servers with medium to high populations. There has been only one server transfer not seven. It started on day one and its still going. It will continue to go until the WAR servers are turned off many years from now and they will happen regardless if the game has 100 million or 100 thousand subscribers.
The red is false because when the first server *transfers* (not clones) came MJ himself said in a post that they didn't have that technology available yet before that point.
Anyway, I can agree with you that that in itself could just be a sign of population imbalance and a case of "too many servers", which is why I mentioned them in a series of signs pointing one way (decline) rather than (increase) at least. If the increase was decent enough they probably wouldn't bother to lock down the servers which is probably what they expected to begin with.
