What you are failing to understand is that CCP wants to control the RMT and make money from it. They dont want to let people handle it on thier own or let a 3rd party company profit from it.
Which sounds completely logical to me, it is a breach of integrity if you allow bots and hackers to do their stuff. Why would they allow others making money of their game anyway?
Lastly, I am 100% sure, that if there were only a small amount of botters and hackers in EVE ( it has gotten better tho with plexes and the unholy rage ), then CCP would have never introduced plexes in the first place.

Exactly the transaction isn't between the players and CCP but between the players. "Hey pay for my sub this month and I will give you so money", "Okay, sounds good to me."
The problem is without CCP being involved there were would be fraud and theft and all the other hassles that go along. This transaction is of little interest to a gold seller since all they get for it is their account paid for and it doesn't really inflate the economy. All in all it's a good little program.

So CCP have published the fact they have over 300k active subscriptions. Why is that such a shock to people? its a game thats been steadily growing for several years now, and while it may not have the numbers of WOW etc, its still a respectable figure considering its a game that has a single 'universe' and not multiple shards etc of other games on the market. while i can only usually play 2 or 3 nights a week, i regularly see over 45k players online - and anyone who doubts the figures stated in the log in need only go venture into low sec/ 0.0 in a rifter etc to see how 'unpopulated' it is

If you arent in a active corp you hit a point in Eve where you click a skill and long in just to check the skill.
Eve's activity was through the roof when Apocrypha release but now those players have nothing but 20 day+ skills to train and if they happen to be Mission runners or in another casual profession sometimes you will go play another game and just train.
During my first six months of play I trained Amarr Battleship Rank V and it took over 20 days. Sometimes a skill like that will drain all of your motivation. I would have taken more breaks if I didn't wind up in a active player alliance.
Its one of the negatives of the offline skill training system. When you get really excited to fly an awesome ship then find you need to wait a month it sometimes ends up being a buzz kill.
This is why you see that 30-40k dip. In december new players will join and it will be at the mid 50k mark again and follow the same trend 6+ months later.
Eve has kept a sub base at 320k but the activity of the individual player goes down due to training and depening on each players corp/alliance situation.

You get about the same ratio of concurrent users and subscriber base for any MMO.

Having learned my lesson, I am now delightfully, peacefully single. That to the side, my maths stands. Note the implications of the word "average". Some spend longer, some spend less, but a PCU of 40k is perfectly congruent with 300k subscriptions.
One thing that hasn't been mentioned is that most games require you to have several accounts to experience the complete game. These games have several classes and once a class is selected the character is tied to it. In EVE you only need one character to play the complete game. You can have more if you like, but it is not required to experience the complete game.
I think this fact contradicts the OP's suggestion that having multiple accounts is more relevant in EVE's numbers than it is in other games.

People that do nothing but run missions or mine in Empire or players that just trade the entire time. These people only need one account and the empire players make up around 80% of the overall game population.
It's handy to have multiple accounts in 0.0 and in low sec for shit like Cynos and scouts, maybe those people make a second account for pve mission runner in empire or indy character. These people are the vast minority.
As many people that you know with two or three accounts the reality of it is that there are hundreds of thousands of players that only use one.
It makes you wonder what the real figures actually are, in my own experience from the people in my corp and previous corps more people have multiple accounts than people with single accounts and I have two accounts with 2 actively training characters.
The actual figures used to be less than 20% have more than 1 account..
I asked CCP to give me an update on this, I am hopefull they will give it to me.

Obviously on non peak times we see between 30 and 40k players.
