E3 is mostly press and media. Its also mainly a trade show, somewhere to show off new consoles and other things. They prefer to show their game at fan conventions where they can get close to the community and give them hands on time with the game.
or... they have nothing new to show. They've lost key members of the staff and are floundering behind the scenes.
Actually no. They are going to be at Comic-con, have a presence at Gamescon, have a huge showing at PAX Prime and also be at Paris Games Week. They just decided that they would rather not go to E3.
No NCSoft company has been at any E3 since they were fined back in 2006 for making too much noise. It was the first time that any publisher had ever been fined. One should note that Sony cancelled several scheduled shows/parties.
Here is a quote from a FutureMark post: "The publisher will be complying with the decision regarding the fine, but the company's VP of strategic development, Fred Schmidt, has suggested that NCsoft may choose an alternative venue to present its games next year, snubbing the most recognisable and highly attended trade event for the industry.
Addressing the assembled crowd during the event, Schmidt stated: "We're not sure we're on the same plane with this organisation... We have been harassed for three days straight, and I'm not sure we're coming back here, but we are going to have a party next year - real near here - and we hope you all will come."
I guess noone remembers the incident back before the release of GW 1 when Anet was at E3 and they flew in a band to play while promoting the game. Someone from E3 came by and warned Anet about the noise and eventually ended up writting Anet a ticket. One of the guys from Anet took the ticket and threw it away. They haven't been back since then and honestly who cares it's just E3.

That was NCsoft, the parent company of Anet, not Anet itself. As others have said, it's a combination of the NCsoft fine and E3 not being a fan show. I heard E3 was quite expensive as well but I don't know how it compares to other shows. Anyway, we'll have to wait til comic-con for the new demo...
$500 per ticket for 3 days just to go hang out (no fans allowed, it's a trade show)
Exhibits are very expensive as well. Basically NCSoft was making so much noise that nobody could hear anything in the other areas so E3 officials told them to STFU, NCSoft decided to be the smaller men (no surprise there) and never come back.
Here is what Regina Buenaobra (Anet) has to say about not going to E3, taken from guildwars2guru:
-What's the reason for not doing E3? I guess it is about finding the time to go there/doing the demo/working on the game etc. Seems like a lost opportunity though, when sites like Gamespot are going on about most anticipated games and GW2 is nowhere in sight.
E3 is a sales and marketing oriented industry show. We prefer to spend our resources on shows that will put the game in front of fans.

Yes, that was actually hillarious. ANet simply doesn't favor E3 and goes to PAX instead.
Civilized men are more discourteous than savages because they know they can be impolite without having their skulls split, as a general thing.
More and more companies/shops are abandoning E3 for other conventions/trade shows.
Off the top of my head, there's:
Blizzard
Valve
Arenanet
Funcom
Bungie
Rockstar
To understand why, you have to understand how 2007's E3 restructure really hurt some of the developers, causing conventional wisdom to change from 'E3 is stable' to 'E3 is not always reliable'. That's in addition to the obvious problems that E3 has always been a press event and the press is notoriously stupid, whereas Pax is a player event.
Currently Watching: TSW. << Very Eager for a Beta invite. Have experience with Beta Testing. Not personally a big fan of raiding or current pve endgame mmo philosophy. Having attended the 2006 E3, the first thing I recall seeing was EA's massive surround-screen that wrapped around their large booth in its entirety, and just happened to block the entrance to the rest of the Main Hall. The loud rumbling of the subwoofers that they had placed under the platform of their booth, as well as the wall of loud speakers that surrounded the entire thing were ear-splitting to say the least.
When E3 became more about the celebrity status after-parties, the pandering to disinterested non-gamer investors, the ego of certain game developer houses that displayed utter contempt for the myriad of fans that spent hundreds of their hard earned dollars to find travel, lodging, food, and whatever other expenses to come see their wares, I knew that venue had put its best years behind it.
As someone that has worked in the industry because I was drawn to it out of passion for gaming, it sickens me that any major game development house would associate itself with E3 exclusively. The popularity and growth of E3 stems from the coming together of those who love games, and the people that make those games. Somewhere along the line that core truth was lost.
Egotistical electronics developers like Sony stepped in to snap up the prime real estate, trying to flex their media muscle with the most expensive marketing gimmicks while failing to live up to their own hype. Other major companies started buying up more space on the main floor, obliterating the visibility of the smaller houses; the up-and comers like NCSoft. What else was NCSoft supposed to do?
When you have the big players like EA using walls of speakers cranked up to deafening pitch, Sony taking up almost half the hall with indoor park settings replete with park benches and trees, and Nintendo taking up a third of the main hall with empty space for a water fountain show, while the lines waiting to see Nintendo products literally take up all the usuable walking space between game developer's displays, the little guys don't stand a chance unless they're Loud and Proud.
NCSoft was one of those houses that had enough clout to show itself off with it's contributions to the PC Game arena, and someone in one of the bigger houses didn't like that. If noise was an issue, someone would have dealt with the big boys as well, but it fell on NCSoft to take the heat because someone thought they could push them around.
Good for them for standing their ground and giving E3 the finger. That show sold its soul to crappy investors that are out to make a quick buck on the next Hannah Montana handheld title.
E3 isn't about quality games anymore, it's about finding stupid people with lots of money to buy Disney's business pitch that 'She's So Raven' would make a "hip and popular game for cool kids".

And what is wrong with that? video games have always been more about kids and less about adults.

I hear that Hello Kitty Island Adventure is still looking for subscribers, you might want to check it out.

I wasn't expecting them to be there. They're never at E3.

Anet doesn't E3 cause they r cool and E3 is a bunch of suits.
thats the story right?
Yeah Anet is never at E3, instead their goto convention in the states is PAX.

Now if I could just fine the real news article...
Edit: http://www.gamebump.com/go/ncsoft_fined_5000_for_noise
ArenaNet is in the Seattle area. PAX prime is in the Seattle area. ArenaNet likes PAX Prime. Coincidence? I think not.

As i remember, E3 is the most expensive show of all. It would cost them 1million to be there.

Wasn't NCsoft banned from E3 a while back for "being too loud"? Is the ban still on? Is this some kind of message from NCsoft/Arenanet?
I skate to where the puck is going to be, not where it has been -Wayne Gretzky
Please read through a thread before posting. As said above it was a fine, not a ban but NCsoft decided that it didn't want to be at E3 anymore.
More like an attitude problem. Ncsoft can't follow the rules i guess.
NCsoft is not Anet, when will people learn?
Sorry i meant Ncsoft not Anet. I edited my last post.
also Anet likes shows that fans and everyday comsumers can afford to go to....Hence Comic Con and Pax
E3 is for press

Seriously, E3 can suck my ****.
