Sounds like gear stats are primarily going to come from mods anyways so the actual "loot" is just going to be the physical look of an item?

I mean, I'm sure "better" loot comes with better mods on it already but you can just transfer/move them off/on yes?
The information we've been given so far stats that most/all stats on gear will come from upgrades placed into slots on the item. The number of slots has more to do with the quality of the item than its level. Upgrades placed into slots are stuck there, if you find or make a better upgrade and you wish to replace an old one you will destroy the upgrade already in that slot.

If the game isn't gear centric, but story centric, why is 'welfare epics' come into the picture? You aren't suppose to grind for gear in a story centric MMORPG.
Where did you come up with this definition of what a story centric game is supposed to be? Why can't it have story and gear based improvements? And in all games you will have some kind of "grind"-whether it's for xp, skill points, gear, favor, etc.

My guess would be that the upgrades that can drop in operations and endgame flashpoints would be of very good quality. However, crafting is being given great weight in this game as well. Very likely that, at the very least, some of the best upgrades can be crafted.

Man would I love a PvE progression end-game where gear was only like 25-33% of the equation and skill / coordination / communication the rest!

You guys are pissed about welfare gear... how lame. The game's not even out yet and there are people declaring their hatred, and once again... blaming WoW. Blame yourselves. Nobody forced a single person to play WoW, yet millions of people played. People act as if there limbs are being twisted to play a game. If you don't don't like it, don't play. I saw the "old age" comment in your post so I checked. Yeah.... not so much. You're 25. You know exactly squat... except how to troll.
Please don't take this as a blessing or judgement on either side of the debate - One positive aspect I see with loot rolling is that it fosters community in guilds. There's nothing like 9 people getting together to help 1 guildie finally get "that piece" This is just something I see.
One thing I'd personally like to see in more games is realistic loot drops. Animals don't carry gold, weapons or anything else. Why would a big raid boss even come to a fight having 4 human size helmets or further encomber himself carry a treasure chest or extra armor? It makes no sense and in my opinion it should. Maybe allow a boss's armor and weapons to be reforged into smaller items for the group back home at a forge? Make the metal retain it's magical properties or something. Even big magical animals could be looted or harvested - add a bone to the hilt of you dagger or make some leather/bone armor. Just have it make sense.
