Personally I think there should be some risk/reward vs. having a straight gankfest but I tend to be a bit more strategic in thought. Play in the next CBT and give us your thoughts!
The website mentions being able to declare yourself a criminal anytime after lvl 11 and that even as an outlaw you can only target players 11 and over. Even so, not sure you would want to declare yourself an outlaw before max level.
As for the harsh debuffs, keep in mind that the first debuff is almost nothing. It at least does nothing to hinder your actual ability to fight. I suspect the reason for this is to encourage people to limit their targets. Presumably higher level largets will get you better rewards, if so you might not waste your 20 kills an hour on random lowbies that probably give you nothing. That is actually an incredibly smart way to encourage max level gankers to chill out on killing the little guys. Besides. 20 kills an hour is really not that bad. Also keep in mind that you probably wont earn a point for killing another outlaw since anyone can freely kill an outlaw. Throw in a few random mobs as you travel about and you are getting even more than 20/h.
In L2, the problem with max level perma reds was that, sure they were punished by a high chance of dropping items if they were killed but that was a big if. only other max level players could kill them and few people were max level. The system was broken because perma reds essentially ran around unstoppable, even when you called your clan for help. That is the point of the higher debuffs. If you do too much ganking then you have to be weakened if anyone is going to be encouraged to go after you. But again, that is only if you are going to kill too many people which usually translates to mowing down lowbies since that can be done quickly.
All in all this sounds like a pretty good system. I wonder if there will be a way to redeem yourself from being a criminal? I would much rather see declaring be as easy as activating it but perhaps make going back a long, involved, high level quest. Perhaps having you do something as penance for every PK you have earned during your criminal spree.
When the penalty system was first introduced they said one kill point was taken away every five minutes. If you in turn killed one person every five minutes you would never hit the first cap and never have to touch a mob.
No matter how much logic you throw out why slight penalties would be a good thing it will still be called "carebear"(childish reference) because it's not "real PvP".
Personally I have a few hours a night to play MMOs and I'm thankful for it. Since Tera also has PvP gear I don't think I'll be rolling on a PvP server if there are no restrictions and outlaw PvP gains you points for said gear. Reason being as time goes on the ones who have all day to play have no competition.
Don't get me wrong, I love PvP but I've seen what the above equation equals to. With all the new content they are adding to Tera I'll be content with arenas, battlegrounds and deathmatches. I do hope they work in GvG into PvE servers however.

Even though I am against the decisions unlike all you "hardcore" pvpers who just want to kill everything that moves.

lol no matter how many times you post it. they think the original korean pvp rules are still in place and set in stone.
