OP must be in the wrong guild; probably the OP joined a guild that consists in 2 or 3 peeps that are the only ones that actually are social because they are friends, the rest of its members are used for improving the guild's bonuses (influence). So you may have the guild leader, 2 officers (real life friends) and the rest are used for influence leeching.
It's not the game's fault, at all. The game only forces grouping for Dungeons. It greatly rewards grouping, with voice chat, for sPvP and WvW. What about the rest of the game? Well, they have removed most of the barriers to grouping, so it's up to the players to break the anti-social, "me, me, I must do what I want to do" solo mentality and play with others.
And because the game encourages those solo mentalities, no grouping happens unless you have a pre made group from outside the game.
Grouping is harder than soloing, so people won't group unless you give them a reason to. Thanks for pointing out the flaw in the game that others seem to be ignoring.
It has BETTER grouping mechanics than pretty much any MMO you can name.

Giving no bonuses or incentives to group is not BETTER than any other MMOs. It's significantly worse than almost all the actual social MMOs out there.
Sorry Kid lol, I started in UO which was an actual social MMO. Oddly enough... it didn't have forced grouping either, nor did it penalize you for grouping. But from your posts it seems you fit in better with the "Started with WoW" crowd since you seem so lost without forced grouping lol.
Curious, my guild is pretty small, and we talk all the time, not only of the game but of a lot of stuff.
And we like to do events togheter, maybe the problem is in your guildmembers not being really united, maybe they guilded because they were forced to do it due the mechanics of another game, but honestly, a guild should be togheter cause people enjoy the others, seem all GW2 did was to find crackes in how people relate.
I'll never understand why people need to be forced to be social.
They do, they always have. And this game offers no reasons to group. So us social people are going around, TRYING to group, and most people don't want to, because there's nothing in it for them.

Judging by the frequency of this complaint coming up in almost every GW2 thread on this, and other forums, I'm going to say, its a legtimate problem lots of others are having.
Could be it's just the meme of the moment. Not long ago it was "CS is Pay2Win!" Then it was "WTF no endgame?" Lately it's been "I'm bored!" Next week it will be something else, I'm sure.
Except this has been around since the earliest beta test, and is still here. But go ahead and relegate any legit complaint about the game to "hurr just being a meme".
How does a very small number of people complaining about something they don't like in a game a legit complaint? Especially when a huge number of people have the exact opposite experience?
And...all of those complaints have been around since the earliest beta tests. So, maybe it's people just confirming pre-conceived notions of the game? As in, they were never going to like it anyway and "here's proof!".

I don't see completeing a META event or taking down a champion with several others helping any differn't than gathering up 3 people to complete a (4) quest in swtor.. really trying to understand how it's any differn't in terms of how you play the encounter... in this instance lots of content in GW2 requires you to have more than just yourself around helping to complete it.

For me the incentive is
1) It's more fun to do the content with friends, this is called socializing. Hanging out for the sake of hanging out and spending time with people you actually want to spend time with.
2) It makes the content easier. Doing personal story, DE's, clearing Zones, etc. tend to be easier when you have people you know to work with.
3) A group you know generally makes the harder content more doable than a Pug.

You need to be PRO-ACTIVE in games to be social. That is in any game. Being forced to group, DOES NOT make a game social, as in Rift Dungeons. LFG tools DO NOT make a game social either.
Games that require you to communicate a lot either orally or verbally to advance efficiently promotes social interaction. So yes, I would agree that LFG tools in general don't make people more social; however being forced to group can make people more social if designed correctly, like in FFXI.
FFXI did not make me more social. I barely talk when I play that game.
Of course different people who different thresholds for what kind of design is needed to compel people to be social, but in general, FF XI encourages people to be social.
My experiences playing the game I rarely see the chat box move at all. They way they made the game you automatically group and everyone automatically knows what to do. There's no reason to chat unless someone askes a question once in a blue moon. I find it funny that ppl complain about SWTOR on "tacked" on chat features, but I have seen far more chatting in SWTOR than GW2.

We have 20 people in my guild. While we don't group all the time we group more than most other guilds I have seen. It comes down to the type of person your guild recruits and what the leadership in the guild does to promote grouping. I do agree it is an issue to group up in this game, but from a MMO designers view grouping is not exactly all that important these days as people are still social, but they are much less cordial and often more interested in the ME factor of these MMOs.
I have to agree with the OP - never before have I failed to make any friends in an MMO launch. I stated this in a topic I created before [the following may largely be because of my playtime] but most times I play the zones are completely empty. I hardly ever, ever run across more than one or two players. The only time I ever really see anyone is when a Dynamic Event pops near me.
Everything feels completely disconnected. Such a huge shame really as I love the game world and game itself. But I feel like I'm playing a lobby based game like Phantasy Star or somethng. There is no sense of an overworld, a place where greater things are happening. When I think back to the launch of Aion when you could barely move an inch in any zone without being swamped with other players... I know some people will say this is a bad thing, but it is great for building a sense of environment and community - having all these other players with you. For good or bad, it helps the atmosphere.
In Guild Wars 2 I might as well be playing offline most of the time...
You are clearly exaggerating. I see people everywhere. The US servers are always on High and only two are Medium. Map chat is always busy too. Even in Swtor, there is people everywhere, and that game was declared "ghost town", "singleplayer mmo", etc. Some of you people just want to the feel presence of another human being 24/7.

I'm not sure I agree with you. I belong to a small guild, and there is:
A lot of chat (Fellowship)
Assisting in crafting items
WvW groups (PvP)
Dungeon Groups
Misc Quest assist requests
I think this covers just about everything I've seen in other MMOs. The implementation may not be to your liking, but to say that the guild/group dynamic isn't there, I would say is inaccurate IMO.
If the way the game is designed discourages grouping and socialization, then how come I never have any issues grouping or socializing in this game? How come all the other posters here never have trouble grouping or socializing?

A few ideas that could futher incentivize people getting to know each other and grouping:
Add substantial exp bonus, drop bonus and gold acquisation bonus to people who do content together with people on their friendlist; larger bonus the higher "friend level" they have.
Add substantial exp bonus, drop bonus and gold acquisation bonus to people who are in the same manually created party regardless of whether or not they are in each other friendlists.
Edit: Furthermore, these bonuses need to be clearly explained throughout a main tutorial or another form so that people cannot miss it, because people cannot take into consideration to what they don't know.
