It sets a horrible precedent if you let a company like this walk all over you after they release a game that surely should have stayed in development for another year at least. This is a serious post btw, this is something i actually did, and anyone who his stuck or just generally unsatisfied with the game should follow suit.

And he supposedly played it all the way to max level and VR 5 which is all of the steak but one bite........then demanded all of his money back. If you respect that type of conduct then so be it. I don't.
For all the people who are flaming me here. First of all, We live in a world where you can refund everything. You go to a restaurants and the food isn't good you can send it back and say it was inedible so long as you dont completely clear your plate. You go buy a car, you get a 5 year warranty on it so that if it breaks you can send it back for a new one or for your money back. You buy a television, you have the right to return it if you are in a certain time limit. If you go to see a movie, it is not unheard of for people to go and try to get a refund because the movie was a bad movie even if they watched more than half of it. The fact that I used the product to a point, to get to VR5, has no bearing whether or not it is right for me to return it. Even if I had played 10 times the amount of time I did in the game, 400 hours of play time, I'm still justified as a consumer to complain about it and ask for my money back if I'm still with-in their legal "free month" time frame because it isn't considered a service until I start paying a monthly fee. Thats right, If you buy an MMO and that MMO provides a free month's worth of content, that month is part of what you are paying for as a consumer. What you do within that month is completely up to you with in their ToS of course. Since I didn't breach their ToS, me playing up to VR5 in about 40 hours has no bearing on whether or not me returning the game was justifiable.
I returned the game for the following reasons: 1) the quest (aka the Almanac) that I needed to finish to move on to the next zone was broken for 2 weeks; the NPC didn't exist for me (in fact I know of people, Forcestrategygaming, who were hung up on almost the same exact thing but got through after a server reset but I was not as fortunate.) 2) When I contacted the support staff they suggested I restart my client and generally didn't do anything constructive. They said they put in a bug report however, that bug report was never followed up on nor did I receive any thing to indicate that it was going to be fixed any time soon even after repeated inquiries. 3) the game preformed sub-par (there are times when you preform a action such as using a healing skill or swapping a weapon and that action uses your magicka and cool downs without casting the skill). Again this has yet to be addressed or even be talked about by the dev team to my knowledge and its a common issue that is talked about all over the forums and reddit. 4) I could not zone into cyrodiil after the initial time, (aka, I played in cyrodiil around level 10 and then decided to start playing around level 50 but each time I would try to zone in after that first time I was kicked out of the game and would have to delete some local files to even log back into the game; a step I had to find on the forums my self and was not provided by support when I asked.) 5) the many times i was stuck on dungeons or on the actual main quest line because an NPC was missing or wouldn't respond or would bug out because some of our group got it but others didnt.
So yes, for these 5 reasons among lots of other little things that happened as I leveled and as I tried to play other characters, I think it was a justifiable decision to ask for a refund. The game, for me was clearly broken. In any other market in the United states of america and most other parts of the world it is not uncommon for people to refund items, this is the same case. Again, the fact that I sampled some of the content in the game before I decided to ask for a refund has no bearing on the actual moral implications of asking for my money back.
Btw, Zenimax had absolutely no hand in the refund. You send a claim to Paypal who then investigates the claim and then decides if the claim is valid or not. In most cases, paypal sends the claim to the company who makes a decision on the claim, however, Zenimax did not tell paypal to route the claims to them, rather they had paypal make these decisions which means that had i filed the claim within the 45 day time limit that paypal allots then i could still receive a refund. I sent the claim in last night around 5 PM and I received the money this morning at like 8 am which means either some one at paypal was lazy as hell and didnt care, or they knew how valid my claim was.

Given the amount of potential builds in this game, 4 classes, countless different skill lines, 3 different factions and 10 different races assuming I bought the imperial edition which i didn't, I'm pretty sure i didn't even scratch the surface of the game. Vr10 is the end game, people are sitting there right now, I didnt quest to get to vr 5 either, i grinded mobs, so i didnt see most of the content in the zones I was in, I did this because I wanted to play the end game. I'd feel differently about returning a game if I reached max level, but seeing as I didn't actually reach max level nor could I have, I don't think your argument isn't valid at all. Also I only played my own build and not any one elses, I didn't even get to respec into the healer spec that I theory-crafted my self before launch. If the game had worked fine I would still be playing it but well its broken.
I'm not going to read your whole post, but it definitely seems you're one of "those" people who's life is centered around entitlement. One of "those" people who abuses the system on a regular basis. Ruining things for normal, rational minded people. Just because you CAN return something, doesn't mean you should. There's a really big difference between buying a car/TV and buying a video game. It boils down to a basic sense of logic that you seem to be lacking. Do your homework, figure things out for yourself before investing your money, not after. Impulse buying with result in nothing more than disappointment. If that cheap car you bought, which got bad reviews, breaks down; don't be surprised. If the cheap TV you bought has dead/missing pixels or stops working within 1 month of buying it, take it back, but don't be surprised.
The reviews for ESO, before release, weren't that great. I played multiple betas before release, personally, and wasn't happy with the game, so I decided not to buy it. I made the right decision, but for whatever reason you decided to buy the game. Who's fault is that?
Again..there's a really big difference between returning a car, TV, random electronic appliance compared to a movie, video game, CD. But then again, that sort of thing is common knowledge among most rational minded people. You got a refund. Why post here like it's some sort of achievement? Hopefully the flaming you've seen here is a wake up call. Again, DO YOUR HOMEWORK ahead of time. You abused the system, you made the wrong decision, live and learn.
Congrats, I guess. I think asking for a refund is somewhat deplorable though. Just because you don't like something doesn't mean the company should have to give you a refund. I admit, that's an opinion though, and it's nice that Paypal/Zenimax decided to provide one, even though I don't think they were under any obligation to do so.

My choice to return the game has nothing to do with opinion, their game was broken, i couldn't play it how i wanted for 2 weeks before i gave up. Imagine any other game genera aside from an MMO trying to get away with this kind of behavior, people would immediately demand refunds. If you were suddenly locked out of say Dark souls 2 because of a bug or because you couldnt connect to their server or something like that would you ask for a refund or patiently wait for them to fix this for 2 weeks with out them even contacting you once about it? Look at all the people who refunded sim-city 5 because the game was just so horrible that it was clearly a case of a bait and switch. Look at the people who refunded aliens colonial marines because again it was a bait and switch. To me ESO was basically a broken game that was to a lesser extent a bait and switch because I wasn't able to play the way they advertise on the box due to various bugs in the game, one of which was the quest bug i mentioned in the original post.

Its the first main stream MMO in a long time to use a skill based system instead of a "class" system allowing players to customize their experience. After thinking about this a little more however. I do not see how this is possible. since they issued you a key,,,You can be sure that key has now been Perma banned. DOn't think you will ever be able to use it. All you really did was stop payment on them..

MMOs are and will always be a work in progress. If there are game breaking issues, you will most likely be compensated in some way. That has been the case in every MMO I have played. With that said, you are taking things to another extreme and yes, you are abusing the system. ESO is very playable game. Your "it didn't work for me" comment is very subjective. You are no different than the thousands of people who are able to play the game currently, but because you feel special you feel the need to ask for a refund.
That steak which was cooked perfectly, but overcooked to you, still doesn't mean it wasn't cooked perfectly. You just thought it wasn't. Question is, why didn't you, of all people, think it was. This is what is exactly wrong with gamers. Play a game, enjoy most of it but have a few problems and then down the tube the game goes. Everything must be perfect, 100%. If you have played the game for any extended amount of time, more then a week, then you should accept that you have paid for that game. If the game is broken from the get-go and you cannot play it, by all means get a refund.

Either he rushed through the game and barely scratched the surface, and the game has 1,000s of hours of content and by playing 100 hours you couldn't possibly get your money's worth. So, then he didn't really use the game that much and a refund is ok, he just barely nibbled on the steak and potatoes.
Or the game CAN be experienced fully in 100 hours (or however long he played to get the VR5 or whatever), and he doesn't deserve a refund, because he basically "ate the whole meal". And then, ESO is just not that deep a game.

This law does not work in any European country except Norway, buying this game in europe explicitly said no refunds according to law X...
And since you probably got over a hundred hours in gametime... no judge would say you did not get any value from the purchase because of some stupid Bug..
Wow, by stating that type of law, you are in favour of the "Corporation abuse" towards the individuals, the existence of such law is to protect the individual, in a way that it is protecting the "weak". Also its not the individual fault to get an advantage of such law if the product it self is inadequate.
I'm not from the US, I have lived in countries that does and doesn't have that law, I have seen the difference and the impacts of the absence of such law.
Well people get upset if you dislike a mmo and say you "hate" the game. Someone gets there money back and people make fun of him, trash talk him and what not.
So most cant get there money back and will post they love the game and the bugs and the BILLIONS of bots. ooooh saw a new one tonight. It popped up on just the crafting stations. Still had the lvl 3 armor and was lvl 3. Just over the crafting stations and was gone.
Anyway.. really you guys get upset with this? You buy things all the time and EXPECT it to work and be finished. Not one of you asked ESO ..is this game finished or can we EXPECT allot of bugs? ASK them now. They will tell you its NOT beta yet so many parts of it are still broke. Talk to the king tonight ..could not do it. Try to finish a quest in the tower dungeon and could not. ALL bots. My friend that just quit got to 50 said you just have to SKIP all the dungeons for they all have bots. ASK IN GAME..not one NOT ONE will disagree.
So just because you dont READ..you know that "I AGREE" yeah stuff in there protects YOU also. Read the fine print.
So what your one of those that expect the game not to be finished, will have bugs, bots, gold spam..I mean they all so at the start yet ...yet ESO, WOW and so on will NEVER tell you ..YOUR GOING TO SEE THIS AND HAVE IT IN GAME!..

Pretty much ANYONE who finds level of quality unacceptable should ask for a refund. In EU and USA you will definitely get one.
And if someone asks themselves what a good company policy is: ANet had 6 months refund policy on GW2, no questions asked.

He was a guy who bought a broken video game and gave the publisher the benefit of the doubt for 3 weeks that they might fix it, only, they didn't.
If the game delivered what it was expected to deliver, and if it wasn't defective, I might be inclined to agree, but the publisher also has some responsibility here too.
And he supposedly played it all the way to max level and VR 5 which is all of the steak but one bite........then demanded all of his money back. If you respect that type of conduct then so be it. I don't.
For all the people who are flaming me here. First of all, We live in a world where you can refund everything. You go to a restaurants and the food isn't good you can send it back and say it was inedible so long as you dont completely clear your plate. You go buy a car, you get a 5 year warranty on it so that if it breaks you can send it back for a new one or for your money back. You buy a television, you have the right to return it if you are in a certain time limit. If you go to see a movie, it is not unheard of for people to go and try to get a refund because the movie was a bad movie even if they watched more than half of it. The fact that I used the product to a point, to get to VR5, has no bearing whether or not it is right for me to return it. Even if I had played 10 times the amount of time I did in the game, 400 hours of play time, I'm still justified as a consumer to complain about it and ask for my money back if I'm still with-in their legal "free month" time frame because it isn't considered a service until I start paying a monthly fee. Thats right, If you buy an MMO and that MMO provides a free month's worth of content, that month is part of what you are paying for as a consumer. What you do within that month is completely up to you with in their ToS of course. Since I didn't breach their ToS, me playing up to VR5 in about 40 hours has no bearing on whether or not me returning the game was justifiable.
I returned the game for the following reasons: 1) the quest (aka the Almanac) that I needed to finish to move on to the next zone was broken for 2 weeks; the NPC didn't exist for me (in fact I know of people, Forcestrategygaming, who were hung up on almost the same exact thing but got through after a server reset but I was not as fortunate.) 2) When I contacted the support staff they suggested I restart my client and generally didn't do anything constructive. They said they put in a bug report however, that bug report was never followed up on nor did I receive any thing to indicate that it was going to be fixed any time soon even after repeated inquiries. 3) the game preformed sub-par (there are times when you preform a action such as using a healing skill or swapping a weapon and that action uses your magicka and cool downs without casting the skill). Again this has yet to be addressed or even be talked about by the dev team to my knowledge and its a common issue that is talked about all over the forums and reddit. 4) I could not zone into cyrodiil after the initial time, (aka, I played in cyrodiil around level 10 and then decided to start playing around level 50 but each time I would try to zone in after that first time I was kicked out of the game and would have to delete some local files to even log back into the game; a step I had to find on the forums my self and was not provided by support when I asked.) 5) the many times i was stuck on dungeons or on the actual main quest line because an NPC was missing or wouldn't respond or would bug out because some of our group got it but others didnt.
So yes, for these 5 reasons among lots of other little things that happened as I leveled and as I tried to play other characters, I think it was a justifiable decision to ask for a refund. The game, for me was clearly broken. In any other market in the United states of america and most other parts of the world it is not uncommon for people to refund items, this is the same case. Again, the fact that I sampled some of the content in the game before I decided to ask for a refund has no bearing on the actual moral implications of asking for my money back.
Btw, Zenimax had absolutely no hand in the refund. You send a claim to Paypal who then investigates the claim and then decides if the claim is valid or not. In most cases, paypal sends the claim to the company who makes a decision on the claim, however, Zenimax did not tell paypal to route the claims to them, rather they had paypal make these decisions which means that had i filed the claim within the 45 day time limit that paypal allots then i could still receive a refund. I sent the claim in last night around 5 PM and I received the money this morning at like 8 am which means either some one at paypal was lazy as hell and didnt care, or they knew how valid my claim was.
Given the amount of potential builds in this game, 4 classes, countless different skill lines, 3 different factions and 10 different races assuming I bought the imperial edition which i didn't, I'm pretty sure i didn't even scratch the surface of the game. Vr10 is the end game, people are sitting there right now, I didnt quest to get to vr 5 either, i grinded mobs, so i didnt see most of the content in the zones I was in, I did this because I wanted to play the end game. I'd feel differently about returning a game if I reached max level, but seeing as I didn't actually reach max level nor could I have, I don't think your argument isn't valid at all. Also I only played my own build and not any one elses, I didn't even get to respec into the healer spec that I theory-crafted my self before launch. If the game had worked fine I would still be playing it but well its broken.
I'm not going to read your whole post, but it definitely seems you're one of "those" people who's life is centered around entitlement. One of "those" people who abuses the system on a regular basis. Ruining things for normal, rational minded people. Just because you CAN return something, doesn't mean you should. There's a really big difference between buying a car/TV and buying a video game. It boils down to a basic sense of logic that you seem to be lacking. Do your homework, figure things out for yourself before investing your money, not after. Impulse buying with result in nothing more than disappointment. If that cheap car you bought, which got bad reviews, breaks down; don't be surprised. If the cheap TV you bought has dead/missing pixels or stops working within 1 month of buying it, take it back, but don't be surprised.
The reviews for ESO, before release, weren't that great. I played multiple betas before release, personally, and wasn't happy with the game, so I decided not to buy it. I made the right decision, but for whatever reason you decided to buy the game. Who's fault is that?
Again..there's a really big difference between returning a car, TV, random electronic appliance compared to a movie, video game, CD. But then again, that sort of thing is common knowledge among most rational minded people. You got a refund. Why post here like it's some sort of achievement? Hopefully the flaming you've seen here is a wake up call. Again, DO YOUR HOMEWORK ahead of time. You abused the system, you made the wrong decision, live and learn.

My choice to return the game has nothing to do with opinion, their game was broken, i couldn't play it how i wanted for 2 weeks before i gave up. Imagine any other game genera aside from an MMO trying to get away with this kind of behavior, people would immediately demand refunds. If you were suddenly locked out of say Dark souls 2 because of a bug or because you couldnt connect to their server or something like that would you ask for a refund or patiently wait for them to fix this for 2 weeks with out them even contacting you once about it? Look at all the people who refunded sim-city 5 because the game was just so horrible that it was clearly a case of a bait and switch. Look at the people who refunded aliens colonial marines because again it was a bait and switch. To me ESO was basically a broken game that was to a lesser extent a bait and switch because I wasn't able to play the way they advertise on the box due to various bugs in the game, one of which was the quest bug i mentioned in the original post.
Thats not to say i didnt like the game. In theory had ESO worked the way it was intended to work, it would have been a very good game. Its the first main stream MMO in a long time to use a skill based system instead of a "class" system allowing players to customize their experience. But it doesnt work as intended, at least not for me.

MMOs are and will always be a work in progress. If there are game breaking issues, you will most likely be compensated in some way. That has been the case in every MMO I have played. With that said, you are taking things to another extreme and yes, you are abusing the system. ESO is very playable game. Your "it didn't work for me" comment is very subjective. You are no different than the thousands of people who are able to play the game currently, but because you feel special you feel the need to ask for a refund.
That steak which was cooked perfectly, but overcooked to you, still doesn't mean it wasn't cooked perfectly. You just thought it wasn't. Question is, why didn't you, of all people, think it was. I think you need to stop buying things you can't afford. Maybe you won't end up being so disappointed. People like you expect too much.

This is what is exactly wrong with gamers. Play a game, enjoy most of it but have a few problems and then down the tube the game goes. Everything must be perfect, 100%. If you have played the game for any extended amount of time, more then a week, then you should accept that you have paid for that game. If the game is broken from the get-go and you cannot play it, by all means get a refund.
You actually played the game and now you want to get your money back? That is just wrong in my book. Do not go running around flaunting that you got a refund after admitting playing the game for awhile.

Either he rushed through the game and barely scratched the surface, and the game has 1,000s of hours of content and by playing 100 hours you couldn't possibly get your money's worth. So, then he didn't really use the game that much and a refund is ok, he just barely nibbled on the steak and potatoes.
Or the game CAN be experienced fully in 100 hours (or however long he played to get the VR5 or whatever), and he doesn't deserve a refund, because he basically "ate the whole meal". And then, ESO is just not that deep a game.

Wow, by stating that type of law, you are in favour of the "Corporation abuse" towards the individuals, the existence of such law is to protect the individual, in a way that it is protecting the "weak". Also its not the individual fault to get an advantage of such law if the product it self is inadequate.
I'm not from the US, I have lived in countries that does and doesn't have that law, I have seen the difference and the impacts of the absence of such law.

Well people get upset if you dislike a mmo and say you "hate" the game. Someone gets there money back and people make fun of him, trash talk him and what not.
So most cant get there money back and will post they love the game and the bugs and the BILLIONS of bots. ooooh saw a new one tonight. It popped up on just the crafting stations. Still had the lvl 3 armor and was lvl 3. Just over the crafting stations and was gone.
Anyway.. really you guys get upset with this? You buy things all the time and EXPECT it to work and be finished. Not one of you asked ESO ..is this game finished or can we EXPECT allot of bugs? ASK them now. They will tell you its NOT beta yet so many parts of it are still broke. Talk to the king tonight ..could not do it. Try to finish a quest in the tower dungeon and could not. ALL bots. My friend that just quit got to 50 said you just have to SKIP all the dungeons for they all have bots. ASK IN GAME..not one NOT ONE will disagree.

Pretty much ANYONE who finds level of quality unacceptable should ask for a refund. In EU and USA you will definitely get one.
And if someone asks themselves what a good company policy is: ANet had 6 months refund policy on GW2, no questions asked.
