You realise that TESO launched as B2P + subscription right?
And B2P game does not mean "cash shop". Can I think of some examples? Lets see Dark souls, Assassin's Creed, Destiny, Civ5, CK2, GTA, BF, GW1 ... yep I think there are a few (zillion) out there.
What has changed for TESO is that on PC it has converted from B2P + cash shop + optional sub rather than B2P + mandatory sub.
As for content well with a sub there hasn't exactly been a great deal of new content produced. Lots of changes: provisioning, class balance and so on but not a lot of what you would call new content.
Now we can hope that "no content = no DLC = no money" will provide the impetus to develop content. However if lots of people ill opt to buy $15 worth of crowns every month then as you say content may end up revolving around the cash shop. Don't blame that on B2P though.
