If all 3 are active that would mean that you get additional progression up to level 71 when you unlock the 3rd and final specialization section.
If only 1 is active at any given time... then again, you unlock all of it at 31 and it's just a matter of where you put your points by that level (additional levels won't give you more stuff, just more options)

To answer this question, yes you get all 3 at the same time. In other words right now you are at 1/3rd of your overall progress/power. You can also switch between the others available to mix any 3 at one time, and maximize your effectiveness vs what you are fighting(wvw,pvp,pve); since at level 80 you should have everything unlocked.
As stated here you can specialize in all 3 and switch between them like you can in wow, and other mmorpgs.

Well when you figure out that all games are designed with a certain power ratio in mind you can figure out what does the best for certain situations. You are talking about a game that has been out for 3 years, where players have had the opportunity to test what works best and what doesn't. If you want to play selfishly and not offer anything to the group that would be helping you through content, sure play whatever spec you wish. If you want to be helpful to the group that's helping you, maybe you'll spec better. If you want to find things you don't like you'll find them in every game. There is no perfect game or everyone would play it.
Also yes all 3 skill bars are active at once. If you want a pet, play a Ranger.
3 of 5 specs are active and you can easily change the active ones to your liking to fool around with builds. Plenty of builds are valid - especially with Necro.

It depends on what you define as your flavor of progression, for some map completion is progression as you need it to craft legendary weapons. For others pvp is progression, and for some getting their servers to the top of the wvw leader boards, or simply getting more wvw levels which are different from xp levels. For some it's gaining more gold, or outfits, or learning to play an instrument. For pve there are guilds that run daily, and hourly fractals, dungeons, and world bosses.
All these are things you can work toward if you want. If non interest you you there are raids coming and more world content in HoT. All of that aside some people just don't like certain things and that's okay. Just know there are lots of people who do enjoy it waiting for you to hit level 80 and join them. Or you can join them sooner by going to pvp/wvw(Edge of the Mists).
Edit: And again yes once you hit 41 you get the second active, at the same time as the first one stacking together making your "build".
Perfect. Maybe i'll keep going then? If you get 3 spec bars that work together, that makes for a much more interesting build setup than what I assumed was the case at level 31.
My next question would be:
How much grinding / investment is required to get semi-decent gear? Can someone who isn't devoting endless hours of their life to farming and crafting get decent gear? Is gear highly RNG reliant? Is it RNG for drops from instances? Or RNG for using items that can fail? Many Asian MMO's have a system where you "buff" items and that process requires low chance item procs (unless you pay real money for 100% chance).
Those stats are not really fact, alternate advancements like in everquest 2 are great and add allot of replay, however the point in this thread is the claim there was nothing towards endgame when there is.
Most if not all those stats are derived off in-game player activity/achievements, or the developer themselves making the commentary when it comes to LotRO. Can't get much more fact than that.
My point was mostly derivative of that poster I quoted, referring to the notion of what endgame is like in many MMOs and the subsequent problem they all face. GW2 is better than most in this regard with a decent bit of side activities and such, but there are ways they can expand on that further to flesh out player investments more without resorting to developing "raid content" and similar things that one should realize is only going to get consumed by a small fraction of the community in the long run.

You can get basic exotic gear almost instantly when You ding 80 lvl. But there are gear types (Sinister for instance) where You need to aquire recipies. You can also farm dungeons for specific sets (they have the same stats as basic exotic gear, but they have an unique look).
There is also an Ascended gear ingame, it has ~5-10% better stats than exotic and in most cases it is mandatory to have Ascended gear to progress in higher lvl fractals (unless You are super pro then dodges are enough ). Trinkets (rings, accessories, amulet) are obtainable by doing fractals, exchanging laurels or doing guild missions. Armor and Weapons are aquired by crafting or heavy RNG drop from World Bosses and Fractals (if i recall correctly). If You want to craft them it takes plenty of time (unless You have tons and tons of money).
There are also legendary weapons and in new expansion ArenaNet introduces legendary armor. This type of gear has the same stats as Ascended, but with Legendary armor You can switch between stats on it however You like. But it takes months to auqire weapons so i expect armor to have the same time curve to get them, maybe even longer since You have to beat the raids to get armor precursors.
In GW2 it is not about stats on gear, but how You look and prestige status. When You aquire Legendary or even Ascended type of gear, this is a visual proof of Your commitment.
Exotic level gear is really all you need to start breaking into low level fractals and dungeons but to progress to higher level fractals you'll want the extra pve damage reduction ascended gives. For WvW exotics with full sigils and runes is all you need, which can be had for about 5 gold and badges of honor. For SPvP you get a pvp amulet with it's own stats. Edge of the Mists in the WvW tab has become the place most players use to level, as you earn honor badges, and everything else you need there, by just following a player with a commander tag. The only RNG you really deal with are precursors for legendary weapons. Legendary is convenience/Vanity though; they have the same stats as ascended, but they can switch stats at will.

Well I am hoping the expansion is the start of expanding on these things, also just fyi developers lie allot, I am not saying turbine is like that but there was an employee who admitted to some shady things the company did a while back.
In the case of user statistics, and the thing that it's across multiple titles of which you can actually go into several of them and see the percentage of completion for yourself via the achievements, they'd all have to be lying and falsifying data on that matter for it to not be true. It showing that people aren't consuming or being entertained by parts of their game would work to their disadvantage in displaying or talking about though, so I kind of doubt this is an industry agenda going on with raids.

If you rush, its your fault. The game has plenty to do even if you get all the skills at lower level.
When they say 3 days they are talking about 12+ hours played per day, although it seems they are doing it leisurely, playing a couple hours every day, don't they? I can reach level 80 in about 5 minutes btw.

Back when the pre-release hype for GW2 was really ramping up one of the biggest features people were crowing about was the step away from the MMO trinity of tank/dps/healer. Players were sick of being pigeonholed into preset roles instead of having more creative freedom with their class builds. Net result? Players such as yourself once again pigeonholing yourselves, and by way of peer pressure, everyone else, into only a few basic play choices all on your own.
I get the idea of wanting to excel at a game, and trying to build the best build you can, but I have to ask, if a game gives you five choices and only one is truly viable, why do those other choices exist in the first place? What's the appeal of playing a game where you have the choice between A B C D or E, but if you pick anything but C you're a moron?

I got like 5 level 80s and once you do it once, it's pretty much the same thing over and over. So, you try to spice it up by playing specific roles that are fun.
Last class I leveled was engineer with flamethrower because I always wanted to try one. Being the best build or not, I don't care.

I was about to quote the poster you quoted stating that his post describes a design flaw. Putting that aside, Minion Master is still viable even if not optimal.
In the end, you will feel more powerful come 80, have more abilities to mess around with, and the traits, better gear and higher level overall will be felt in lower level areas as well as at the cap to a degree. But like I said, level 30 gives enough time to play that if you don't feel much enjoyment or motivation to play, you're not going to feel much different if you push to 80. Nothing majorly changes in terms of gameplay. However, come HoT it looks like there'll be a lot more going on, though. Just up to you if you feel like doing all that, buying it and finding out.

Previously faceroll easy world bosses like the Behemoth regularly fail now because people lack the stats.

Your comment about 5 minutes doesn't count. WE all know how you will get to max level in 5 minutes and that's not how a brand new player will play the game.

I got like 5 level 80s and once you do it once, it's pretty much the same thing over and over. So, you try to spice it up by playing specific roles that are fun.
Last class I leveled was engineer with flamethrower because I always wanted to try one. Being the best build or not, I don't care.
